REVISED CONDITIONS OF APPROVAL <br /> QX-89-0002 <br /> REED LEASING GROUP LLC/ BASIC RESOURCES, INC. <br /> Revisions of Approved Actions application for an existing Quarry Excavation permit No. QX-89-0002 <br /> was approved by the San Joaquin County Planning Commission on October 21, 2021. The effective <br /> date of approval is October 31,2021. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> ORDINANCE DEVELOPMENT REQUIREMENTS <br /> 1. Permitted Accessory Uses:Permitted accessory uses shall be limited to sand and gravel,a rock crushing <br /> plant, and an asphalt batching plant. <br /> 2. Stockpiling:All stockpiles or soil,sand,gravel, and rock shall be located at least 25 feet from all property <br /> lines. <br /> 3. Noise, Vibration, Dust, and Unsightliness: The operating practices utilized shall minimize noise, <br /> vibration, dust, and unsightliness. <br /> 4. Hours of Operation:With the exception of periods of declared National, State,or County emergency,daily <br /> operations shall be restricted to the period between 7:00 a.m.and 9:00 p.m.or the seasonal time standard <br /> then in effect. <br /> 5. Emissions: Prior to the commencement of operations, the applicant shall obtain all permits applicable <br /> under the rules and regulations of the San Joaquin County Air Pollution Control District. <br /> 6. Weed Control: Prior to the commencement of operations, the applicant shall obtain approval by the <br /> Agriculture Commissioner of a noxious weed control plan. <br /> 7. Health Considerations:Operations shall not cause health or sanitary problems to develop. <br /> 8. Setbacks: Excavation shall be restricted to the area designated on the approved site plan and shall be <br /> restricted further by the Conditions of Approval of the permit. <br /> 9. Slopes: Working slopes shall be no steeper than 2:1 (horizontal to vertical). The final slopes shall be no <br /> steeper than 3:1 (horizontal to vertical). If,after one year or more of excavation, the Department of Public <br /> Works determines the approved slopes are unstable, the Planning Commission may adopt stricter slope <br /> requirements for future excavation and require the applicant to correct past slope deterioration. <br /> 10. Fencing: Fencing four feet in height and consisting of not less than three strands of barbed wire, or an <br /> approved equivalent, shall be placed around the excavation area where slopes steeper than two feet <br /> horizontal to one foot vertical are maintained.Six-foot-high securityfencing or an approved equivalent shall <br /> be required where slopes steeper than two feet horizontal to one foot vertical are created if the proximity <br /> of such slopes to residential uses or other uses involving a concentration of people so warrants. <br /> 11. Screening: Vegetative screening is not required unless the surrounding land is redesigned from <br /> Agriculture to Residential, as shown by the County General Plan. <br /> 12. Ponding: All water utilized in processing operations, and all surface runoff generated as a result of <br /> OX-89-0002— Conditions of Approval 1 <br />
