No processed water, <br /> sediment,or excavation-related surface runoff shall be allowed to enter any permanent or seasonal stress, <br /> including the slough located adjacent to the project site. <br /> 13. Rehabilitation Schedule: The project site shall be excavated and rehabilitated in compliance with the <br /> excavation and rehabilitation schedule approved by the Planning Commission. <br /> 14. Duration of Approval: This permit is approved fer-2-0-yeafs until December 31, 2054. The permit shall <br /> lapse and become void except for its rehabilitation requirements if operations are discontinued for a period <br /> of at least 18 months. <br /> 15 ,Inspection of the Operation: The applicant shall pay to San Joaquin County the adopted fee to cover <br /> periodic permit compliance inspection by County staff. <br /> 16. Revocation: If it appears,on the basis of one permit compliance inspection,that operations are in violation <br /> of the approved permit,the Planning Commission shall conduct a permit revocation hearing. <br /> 17. Guarantees of Performance: Prior to the commencement of operations, the applicant shall provide to <br /> San Joaquin County a financial guarantee to ensure rehabilitation of the site and compliance with <br /> Conditions of Approval.The applicant shall provide an itemized estimate for the amount of the guarantee, <br /> which amount is subject to the approval of the Department of Public Works. The applicant shall specify <br /> CONDITIONS OF APPROVAL <br /> 1. Planninq Division: <br /> a. The recycling plant shall not accept or produce waste materials which are not"inert waste" using the <br /> criteria set forth in Title 23, California Code of Regulations, Chapter 3, Subchapter 15. <br /> b. All unprocessed recycling materials shall be removed from the site and disposed of properly, and all <br /> recycling apparatus shall be removed from the site prior to the completion of excavation. <br /> c. The rehabilitation of the entire project site for agricultural use shall be completed within two years after <br /> the completion of the excavation. <br /> d. The excavation and rehabilitation shall progress as indicated on the submitted rehabilitation plan.The <br /> excavation shall be complete prior to August 31, 2007. <br /> e. In order to ensure rehabilitation of the site and compliance with Conditions of Approval, the applicant <br /> shall provide financial guarantees.The type of financial guarantee proposed by the applicant shall be <br /> found acceptable by County Counsel. <br /> 2. Local Health District: <br /> a. No excavation is permitted into the groundwater table without specific approval from the Regional <br /> Water Quality Control Board, Central Valley Region. <br /> b. The Materials from an excavation shall not be deposited into any water course nor in any way <br /> contribute to the pollution thereof. <br /> c. Provide an approved potable water supply for all employees. <br /> d. Approved chemical toilets shall be provided for all employees.Toilets must be maintained in a clean <br /> and sanitary manner.
