Soil Vapor Assessment Work Plan Page 3 <br /> CPSA,Lodi,California <br /> January 11,2023 <br /> APPROACH <br /> As part of the CPSA GWET and SVE systems post-closure activities, the City had proposed to <br /> address any increased PCE concentrations during indoor air monitoring activities using targeted <br /> remediation. The City is not responsible for evaluating any indoor air impacts to the Guild <br /> Cleaners property as the City's responsibility only extended to the impact of releases from the <br /> sewer lateral along the alley way. Additionally, the City was informed by the owners of the <br /> 11 S. Church St. property and the 18 S. Pleasant Ave. residence that the City will no longer be <br /> granted access to their properties for any additional sampling. Prior to performing any targeted <br /> remediation, the City proposes to evaluate the extent of the residual PCE in the areas of impact by <br /> performing the following activities— <br /> 212 W. Pine Street— <br /> • Perform discrete depth soil vapor sampling along the sewer lateral emanating from the <br /> 212 W. Pine St. building to determine the horizontal and vertical extent of residual PCE, if <br /> any, in that area, and to determine if the sewer lateral may be an ongoing secondary source <br /> of the residual PCE; <br /> • Perform sub-slab investigation beneath the 212 W. Pine Street building to identify the <br /> extent of residual PCE in soil vapor beneath the building; and, <br /> • Perform indoor air sampling <br /> 18 S. Pleasant Avenue Residence— <br /> • Perform passive soil gas (PSG) sampling near the residence to determine if the PCE in <br /> indoor air is due to residual PCE that may be present in soil near the residence <br /> 210 W. Pine Street— <br /> • Perform indoor air sampling — Indoor air monitoring at this property will help the City <br /> ascertain the impact of residual PCE, if any, from the alleyway on the indoor air quality <br /> within the building <br /> If the results of the above investigations indicate the presence of residual PCE in soil vapor, the <br /> City will perform a feasibility evaluation of alternatives that can be applied to perform a targeted <br /> remediation of the impacted areas. <br /> PRE-FIELD ACTIVITIES <br /> Prior to performing the discrete depth soil vapor, PSG, sub-slab, and indoor air sampling, CHT, <br /> on behalf of the City, will perform the following pre-field activities— <br /> • Obtain permission from building owners: The City will send a letter to the owners of the <br /> impacted properties seeking permission to perform SVA activities at their property. <br /> 649 DISTEL DRIVE,LOS ALTOS,CA 94022 TEL:415-424-3009 <br />
