Soil Vapor Assessment Work Plan Page 4 <br /> CPSA,Lodi,California <br /> January 11,2023 <br /> • Obtain an Encroachment Permit: CHT will obtain an encroachment permit from the City <br /> to install the soil vapor borings and PSG samples in the public right of way. <br /> • Obtain Boring Installation Permits: Obtain the necessary permits from the San Joaquin <br /> Department of Environmental Health (SJDEH). <br /> • Prepare a Health and Safety Plan (HASP): A Site-specific Health and Safety Plan(HASP) <br /> will be prepared and utilized in accordance with 29 CFR 1910.120 and Title 8 California <br /> Code of Regulations Section 5192 to address potential hazards at the Site during the <br /> proposed field activities. The HASP will be reviewed, signed, and adhered to by all onsite <br /> personnel including field staff, subcontractors, and Site visitors during the performance of <br /> the fieldwork. The HASP will include project objectives, assessments for potential hazards <br /> which may be encountered at the Site and associated with chemicals of potential concern <br /> (COPC), personal protective equipment and personnel monitoring, Site organization, and <br /> emergency contacts. The HASP will remain on-Site during all fieldwork. <br /> • Underground Utility Survey: Prior to initiating drilling activities, CHT will mark the soil <br /> vapor borehole and PSG sample locations in white paint and contact Underground Service <br /> Alert (USA) at least 72-hours prior to the start of fieldwork. Additionally, a private utility <br /> locator will also be retained to search for other on-Site subsurface utilities and/or <br /> obstructions that may or may not be marked by USA. <br /> 212 W. PINE STREET PROPERTY <br /> CHT, on behalf of the City, recommends the following approach for investigation of the extent of <br /> the residual PCE plume in soil vapor beneath and in the parking area behind the 212 W. Pine <br /> Street building— <br /> • Install temporary soil vapor (TSV) probes and perform discrete depth sampling along the <br /> sewer lateral emanating from the building to the main sewer lateral in the alleyway; <br /> • Install sub-slab sample probes at a maximum of six (6) locations beneath the slab in the <br /> building; and, <br /> • Collect six (6) indoor air samples in the building and one (1) ambient air sample from <br /> outside the building wall facing the alleyway <br /> DISCRETE DEPTH SOIL VAPOR SAMPLING <br /> CHT will perform discrete depth soil vapor sampling at locations SV-1 and SV-2 (Figure 4) to <br /> delineate the vertical extent of the PCE and TCE in soil vapor along the sewer lateral emanating <br /> from the building.
