In the 1998 photo, a small structure or object can be seen at the southwest
corner of the Site. Only the main irrigation canal on the south side of the Site,
and those defining the north and east sides of the Site, remain.
In the 2008 photo, a new house can be seen at the southeast corner of the Site.
The small structure at the southwest corner is no longer apparent.
These photos are included as Appendix 3 of this report.
4.0 SITE INSPECTION
Live Oak inspected the site on April 27, 2021. Photographs of the Site are
attached to this report as Appendix 2. The Site was viewed from the northern,
southern, and eastern property lines, and the vicinity of the house was inspected.
The Site consists of open land planted with alfalfa. The northern property line is
defined by a canal and a levee; Paradise Cut lies on the other side. A second
canal crosses the southern portion of the Site, and a smaller canal defines the
eastern property line. Mr. Martin's house is on an elevated area south of the
southern canal. The domestic well was observed to the east of the house, and
the septic system was observed to the west of the house. A pole -mounted
transformer was noted south of the house; it looked relatively new, and was
labeled free of polychlorinated biphenyls (PCBs). A fertilizer tank was observed
near the southern canal.
The adjoining properties to the west and east were observed to be alfalfa fields
with houses. At the adjacent house to the west, several old cars and car parts
were stored outside, near the property line with the Site. Further to the east was
a derelict poultry farm. The property to the south was open agricultural land.
The land north of the Site could not be directly observed due to the levee but
consists of agricultural land and open land.
5.0 INTERVIEWS
5.1
Interview with Client
Henry Martin was interviewed in person on April 27, 2021. At this time, he
indicated that he has owned the Site for approximately 24 years, and prior to that
it was owned by his mother. He stated that the Site is currently planted with
alfalfa, but it has been used in the past for various row crops; Mike Mattos
currently manages the farming. The house and well were constructed
approximately 14 years ago, he said.
LOGE 2120 3
