The municipal solid waste (MSW) landfill has <br /> been in operation since 1991, accepting primarily household and commercial wastes. The <br /> landfill currently consists of three waste disposal modules on about 53 acres. Two of the <br /> modules (M3 and M4) were constructed with composite liner systems.in accordance with <br /> federal Subtitle D regulations, while the other module (Ml), which predates Subtitle D, has <br /> only a single liner. Seven additional disposal modules, to be constructed on an as-needed <br /> basis, are planned for the remaining landfill unit area (132 acres). The landfill will also be <br /> extended vertically from its existing height limit of 190 feet MSL to a proposed maximum <br /> height of 320 feet MSL, as supported by geotechnical analysis. The Discharger also proposes <br /> to accept hazardous treated wood waste under California Code of Regulations (CCR), Title 22, <br /> Chapter 34. <br /> Monitoring data shows generally good groundwater quality at the site with total dissolved <br /> solids (TDS) and chloride less than 200 mg/L and 30 mg/L, respectively. In 2002, a release <br /> consisting of low to trace concentrations of a few volatile organic compounds (VOCs), possibly <br /> from landfill gas, was detected in one well (G-4). Since installation of a landfill gas extraction <br /> system as a corrective action measure in 2006, however, no VOCs have been detected in any <br /> of the wells. <br /> The proposed WDRs prescribe revised requirements for landfill construction, operation, and <br /> monitoring. The WDRs require that future landfill modules be constructed in accordance with <br /> Title 27 and federal Subtitle D regulations, and limit vertical expansion to the maximum height <br /> supported by geotechnical analysis. The WDRs also prescribe requirements for the handling <br /> acrd-disposal-of-hazardous treated wood-waste-consistent with CCR-, Title 22, Chapter 34 <br /> requirements. The WDRs further require that, by 30 April 2010, the Discharger submit an <br /> updated preliminary closure and postclosure maintenance plan consistent with the revised <br /> California Environmental Protection Agency <br /> 04,Recycled Paper <br />
