CIWMB inspector Angela Basquez conducted the state 18 -month <br />inspection at the same time. <br />1) Violation — T27 CCR 20520 — Signs — The facility does not have a contact name and telephone number <br />posted at the primary entrance of the site. Sites open to the public must have this information posted. <br />Install a sign at the primary entrance which includes a contact name and telephone number. <br />2) Area of Concern — T27 CCR 20650 - Grading of Fill Surfaces — The top of module 1 contained low spots <br />which will collect rain water. <br />Grade the low spots on module 1 to promote rainwater runoff and prevent ponding. <br />3) Area of Concern — T27 CCR 20700 — Intermediate Cover — The section of the module 3 slope which was <br />covered with plastic sheeting during the December inspection is now covered with straw matting. Garbage odor <br />was noticed coming from this area, indicating inadequate cover. <br />Remove the straw matting and add six inches of compacted soil to this slope. Replace the straw matting, if <br />necessary. <br />4) Area of Concern — T27 CCR 20700 — Intermediate Cover — A water drainage pipe running down the slope of <br />the module 1 northeast corner was buried to run underneath a landfill gas extraction pipe. The bottom of the <br />water pipe appears to be in contact with the solid waste fill and displaces the soil cover. <br />Excavate around the pipe and place 12 inches of compacted soil between the solid waste fill and the pipe. <br />5) Area of Concern — T27 CCR 20820 — Drainage and Erosion Control — Some erosion channels were observed <br />on the module 1 east slope. No exposure of waste was observed. Most of the erosion channels observed last <br />month have been repaired but some are still present.
