STATE OF CALIFORNIA California Integrated Waste <br />CIWMB 3 (Rev. 4/04) Management Board <br />INSPECTION REPORT ADDENDUM PAGE 3 OF 3 <br />AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br />SITE NUMBER: 39 -AA -0022 INSPECTOR: Garrett Backus <br />SITE NAME: North County Landfill <br />RECEIVED BY <br />INSPECTION DATE: January 24, 2007 OPERATOR <br />COMMENTS: <br />Repair the erosion channels to prevent future waste exposure. <br />6) Violation — T27 CCR 20870 — Hazardous Wastes — The random load check record for January 9, 2007 <br />indicated that a 40 yard roll -off box was dumped on the Recycling Center tipping floor and selected for the <br />daily random load check. The load checker documented that the "load may have had sulphur in some part of <br />the load; load had some light "smoke" coming from it. I wet it down with the water truck. I couldn't find <br />anything in the load ..." The load was transferred to the landfill and buried at the active face. This is not the <br />correct procedure for handling waste which may be hazardous waste. <br />Sulfur is a flammable solid and therefore a hazardous waste. The Hazardous Waste Exclusion Program for this <br />site, dated January 2004, page 9, states that "If regulated quantities of hazardous wastes or PCB wastes are <br />found after being deposited at the site, site personnel will move the unloading operations to a safe area and <br />place traffic cones around the affected area." If the waste is not containerized, the site foreman should <br />immediately notify the Environmental Health Department (EHD) and the Office of Emergency Services (OES). <br />The EHD will provide direction to the site foreman. If the waste is determined to be hazardous waste, the site <br />foreman should arrange for the removal and disposal of the waste by a licensed hazardous waste contractor. <br />Train the site personnel to follow the Hazardous Waste Exclusion Program procedure if waste is received at the <br />site which is suspected to be hazardous waste. <br />7) Note — Perimeter soil gas probes SG -1 and SG -2 were measured for % methane. 0% methane was found in <br />both probes. <br />INSPECTOR SIGNATURE: <br />DATE: //")q 0 <br />
