During the <br />inspection CIWMB staff noted the violation of Section 44014(b) -Terms and Conditions of the Permit. The <br />SWFP for the North County Landfill allows for a permitted maximum tonnage of 825 tons per day. On <br />four separate occasions in 2006 the facility received waste in excess of the maximum tonnage allowed in the <br />SWFP. San Joaquin County Environmental Health Department cited violations of the terms and conditions of <br />the SWFP and significant changes on January 30, 2006 and June 21, 2006, and violations for terms and <br />conditions of the SWFP and areas of concern for significant changes on April 25, 2006 and May 12, 2006. <br />LEA informed the operator that enforcement actions will be taken should the operator continue to violate the <br />terms and conditions of the SWFP. Since July 2006, the waste reception at this facility has not exceeded the <br />maximum tonnage allowed in the SWFP. Inspection reports were sent to CIWMB. <br />1. AC Title 27 CCR 20520 — Signs — The sign containing facility phone number is not easily visible. <br />a. Provide an easily visible sign at the primary entrance of the site indicating the name of the site <br />operator, the operator's phone number and hours of operation. <br />2. AC Title 27 CCR 20820 — Drainage and Erosion Control — Erosion channels were observed on the module <br />3 south slope, some erosion channels on the west side of module 1 and 2. No exposure of waste was <br />observed. <br />a. Repair the erosion channels to prevent future waste exposure. <br />b. Provide adequate erosion control <br />3. AC Title 27 CCR 20700 — Intermediate Cover — A water drainage pipe running down the slope of the <br />module 1 northeast corner was buried to run underneath a landfill gas extraction pipe. The bottom of <br />the water pipe appears to be in contact with the solid waste fill and displaces the soil cover. <br />Continuation of an AC from last month. <br />INSPECTOR SIGNATURE: DATE: ���""��� 7 <br />
