<br /> system prior to issuance of building permits . If a public water system is required , applicant shall
<br /> submit a Small Public Water System preliminary technical report to the California State Water
<br /> Resources Control Board , Division of Drinking Water (Water Board ) at least 6 before initiating
<br /> construction of any water related improvement , as defined . The issuance of a permit to operate a
<br /> small public water system by the local primacy agency ( EHD ) is prohibited without the concurrence

<br /> If the Water Board determines that an onsite well shall be used as the potable water source , a
<br /> permit application to operate Small Public Water System shall be submitted to the EHD for approval
<br /> prior to issuance of building permits . To issue a permit to operate , concurrence from the Water
<br /> Board is required . A yearly permit to operate a public water system will be required by the EHD
<br /> prior to sign off of the certificate o final occupancy . ( San Joaquin County Development Title , Section

<br /> The supplier must possess adequate financial , managerial , and technical capability to assure
<br /> delivery of pure , wholesome , and potable drinking water in accordance with San Joaquin County
<br /> Development Title , Sections 9 -602 . 010 and 9 -601 . 030 and C . C . R . , Title 22 , and Health and Safety
<br /> Code , Section 9 -601 . 0200 ) .
<br /> f . The existing private water wells shall be tested for the chemical Dibromochloropropane ( DBCP )
<br /> and nitrates with the results submitted to the EHD prior to issuance of building permit ( s ) . Samples
<br /> are to be taken and analyzed by a State -approved laboratory . ( San Joaquin County Development
<br /> Title , Section 9 -601 . 020D ] ) .
<br /> g . Prohibited discharges into OWTS include automobile and garage waste , storm drainage , solvents ,
<br /> and toxics , solids , garbage , kitchen wastewater from restaurant or bar , air conditioners , hazardous
<br /> wastes , backwash , truck terminal wastes , recreational vehicle holding tank waste , industrial and
<br /> manufacturing waste , and food processing wastes ( San Joaquin County Development Title ,
<br /> Section 9 -605 . 030 [ b ] and San Joaquin County OWTS Standard ) .
<br /> h . Any geotechnical drilling shall be conducted under permit and inspection by the EHD ( San Joaquin
<br /> County Development Title , Section 9 -601 . 010 [ b ] and 9 -601 . 020 [ i ] ) .
<br /> i . Before any hazardous materials/waste can be stored or used onsite , the owner/operator must
<br /> report the use or storage of these hazardous materials in the California Environmental Reporting
<br /> System ( CERS ) at cers . calepa . ca . gov/ and comply with the laws and regulations for the programs
<br /> listed below ( based on quantity of hazardous material in some cases ) . The applicant may contact
