Any amount of hazardous material stored in an Underground Storage Tank — Underground <br /> Storage Tank Program ( HSC Sections 25286 & 25280 et sec . ) . <br /> ® If an underground storage tank ( UST) system will be installed , a permit is required to be <br /> submitted to , and approved by , the EHD before any UST installation work can begin . <br /> ® Additionally , an EHD UST permit to operate is required once the approved UST system is <br /> installed . <br /> 5 . Storage of at least 1 , 320 gallons of petroleum aboveground or any amount of petroleum stored <br /> below grade in a vault — Aboveground Petroleum Storage Program ( HSC Sections 25270 . 6 & <br /> 25270 et sec . ) . <br /> ® Spill Prevention , Countermeasures and Control ( SPCC ) Plan requirement . <br /> 6 . Threshold quantities of regulation substances stored onsite — California Accidental Release <br /> Prevention ( CaIARP ) Program ( Title 19 , Section 2735 . 4 & HSC Section 25531 et sec . ) . <br /> ® Risk Management Plan requirement for covered processes . <br /> 4 . SAN JOAQUIN COUNTY SHERIFF ' S OFFICE ( Contact : [209 ] 468 -4400 ) <br /> a . Fencing — A minimum of an 11 ' tall chain link dual perimeter fence must be in good repair and <br /> provide privacy ( either solid /privacy slats or netting ) constructed at or above industry standards . <br /> The entirety of the exterior fence line must include anti - climbing features ( razor site/barbed <br /> wire/etc . ) A dual fence line perimeter system ( exterior and interior) should run parallel at a minimum <br /> of 10 ' apart . <br /> b . Security Guard - It is recommended that a 24 - hour licensed and armed security guard ( 1 minimally , <br /> 2 recommended ) be onsite . <br /> c . Alarms and Surveillance - During hours of darkness ( dusk to dawn ) , adequate and operational <br /> lighting within the area as well as around the entire exterior perimeter should be required . Alarm <br /> systems must be professionally monitored 24 hours a day ( upon alarming ) and include a beam <br /> style system to cover the exterior perimeter ( large open areas ) of the listed fence line . Motion <br /> detectors on interior portions of the operation along with glass breaks (where applicable ) . Also , <br /> industrial grade locking mechanisms must be installed on all entry/exit points (to include but not <br /> limited to man door ( s ) /vehicle gate ( s )/roll - up door( s ) ) . <br /> The surveillance systems must be of High Definition ( HD — 1080p ) quality and cover all entry/exit <br /> points , areas where processed material ( s ) , monies , and /or assets are stored , and cover the exterior <br /> perimeter fence line . A DVR or cloud - based backup system must archive video from all cameras <br /> for a minimum of 45 days . Onsite surveillance storage systems must be secured in a lock box , <br /> cabinet , closet , or secured in another manner to protect from employee tampering or criminal theft . <br /> The surveillance system must allow for remote access (via the internet ) 24 hours a day by the <br /> Sheriff' s Office . <br /> d . Structures as described within this application must ensure all walls and doors shall be of solid <br /> construction ( not plastic film ) and shall include material designed to prevent entry except through <br /> designated entry/exit locations monitored by surveillance . Buildings associated with the cultivation , <br /> storage , and processing of cannabis shall be securable , lockable , and fully enclosed . <br /> 5 . SOUTH SAN JOAQUIN COUNTY FIRE AUTHORITY ( Contact [209 ] 831 -6707 ) <br /> a . Prior to construction , applicant shall submit construction documents to the South San Joaquin <br /> County Fire Authority for review and approval . <br />
