WASTE DISCHARGE REQUIREMENTS ORDER R5-2012-0103 - 31 - <br />CONSTELLATION BRANDS U.S. OPERATIONS, INC. dba WOODBRIDGE WINERY <br />WOODBRIDGE WINERY <br />SAN JOAQUIN COUNTY <br /> <br />the hydrogeologic conditions at the site, recommendations for additional work shall <br />be included in the report. <br />d. By 31 December 2012, the Discharger shall submit a Groundwater Limitations <br />Compliance Assessment Plan. The plan shall include details of the proposed <br />groundwater quality evaluation methods and proposed concentration limits for each <br />constituent listed in Groundwater Limitations. As described in the MRP, <br />Compliance shall be determined annually based on an intrawell (comparing the <br />well to historic data collected at the well rather than an upgradient well) statistical <br />analysis that uses methods prescribed in Title 27, Section 20415(e)(7 and 8). <br />e. By 30 October 2013, the Discharger shall submit a Best Practicable Treatment or <br />Control Workplan that evaluates options for further salinity reduction and nutrient <br />management. The workplan shall include the following: <br />i. A Salinity Reduction Workplan that describes specific salinity reduction <br />activities performed to date, includes flow estimates and laboratory <br />characterization of all current contributing waste streams (including seasonal <br />variation), evaluates the feasibility of additional salinity control measures, <br />specifies those measures that will be implemented, and presents an <br />implementation schedule. Estimates of capital and operation/maintenance <br />costs for each option shall be provided. Full implementation shall be achieved <br />no more than 3 years from the date of this Order. <br />The workplan shall present updated flow rates and salinity concentrations for <br />the following waste streams: bottling, water softening, refrigeration, tank <br />sanitation, barrel rinsing, and filtering. These data shall be used to estimate <br />percentage of the total salinity load represented by each waste stream. <br />ii. The Nutrient Management Workplan shall evaluate the nutrient load to each <br />land application area and develop pollution prevention management practices <br />to restrict nutrient loading necessary. The workplan shall address nitrogen, <br />phosphorous, and potassium. <br />f. By 1 June 2013, the Discharger shall submit a Land Application Area Crop Status <br />Report that describes the crops planted in the LAAs. Crops selected shall be <br />consistent with the recommendations in the RWD. Specifically, the crop shall <br />consist of a combination Sudan grass/winter forage double crop or a perennial <br />alfalfa crop, or equivalent. <br />g. By 30 October 2015, the Discharger shall submit a Salinity Reduction <br />Implementation Report that describes implementation of the Salinity Reduction <br />Workplan required by Provision G.1.e. The report shall quantify the salinity <br />reduction for each waste stream and for the facility. For actions not yet <br />implemented, or not measurable at the time of the report deliverable, calculated <br />values are acceptable. <br />
