By 30 May 2013, the Discharger shall submit a Potential Conduit Well <br />Abandonment/Destruction Workplan that addresses the discussion in Finding 52. <br />The Workplan shall describe how Wells X, PW-2, and PW -3 (if applicable, see <br />discussion below) will be properly abandoned/destroyed to prevent shallow <br />groundwater from migrating to lower groundwater zones. <br />i. If the Discharger proposes to investigate and abandon Well PW-3, rather than <br />destroy the well, then the following items shall be included in the workplan: <br />1) Relative groundwater elevations between the first saturated interval and <br />lower saturated intervals. <br />2) Production geophysical well logs to determine borehole conditions. Logs <br />may include fluid resistivity, video, flow meter, and depth specific sampling. <br />If appropriate, the relative groundwater elevations and geophysical logs <br />shall be recorded during both operational and non-operational periods. <br />ii. If the Discharger proposes to abandon Well PW-3, proposed abandonment <br />procedures, if any. Well abandonment shall effectively seal the upper <br />groundwater zones from lower zones. Interpretation of the geophysical logs <br />may be necessary to determine the extent of work required. <br />i. By 30 November 2013, the Discharger shall submit a Potential Conduit Well <br />Destruction Report that describes the destruction of Wells X, PW -2, and PW -3 (if <br />applicable). <br />j. By 30 September 2016, the Discharger shall submit a Pond Liner Integrity <br />Evaluation Workplan that specifies the means and methods that the Discharger <br />proposes to use to evaluate all geosynthetic liner and leak detection systems. <br />2. If the Discharger proposes to abandon any monitoring wells, the Discharger shall <br />submit a Well Abandonment Workplan with a request to revise the Monitoring and <br />Reporting Program. The Workplan shall include a specific description of the wells to <br />be abandoned and justification for removing them from the compliance monitoring <br />network; and a detailed description of the proposed abandonment procedures. The <br />Discharger shall continue to comply with the Monitoring and Reporting Program unless <br />and until the Executive Officer approves well abandonment and issues a revised <br />Monitoring and Reporting Program. <br /> <br />3. In accordance with California Business and Professions Code sections 6735, 7835, <br />and 7835.1, engineering and geologic evaluations and judgments shall be performed <br />by or under the direction of registered professionals competent and proficient in the <br />fields pertinent to the required activities. All technical reports specified herein that <br />contain workplans for investigations and studies, that describe the conduct of <br />investigations and studies, or that contain technical conclusions and recommendations <br />concerning engineering and geology shall be prepared by or under the direction of <br />appropriately qualified professional(s), even if not explicitly stated. Each technical <br />report submitted by the Discharger shall bear the professional’s signature and stamp. <br />
