Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COMMODQYG Site Location: 11338 HARLAN RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 02/05/2020 Received a call from Bob Cannon, 805-402-2172, letting me know that he got my ALANIZ <br /> email and that Joy Gish could grant us permission to do the inspection. He also <br /> said he did not have a problem with a hazardous material/waste inspection <br /> happening (including photos). <br /> 02/07/2020 Ajoint task force meeting was conducted by Lathrop Manteca Fire Department, LOEHRER <br /> Lathrop building department and the San Joaquin County Environmental Health <br /> Department for Delta Truck & Car Driving School located at 11338 S. Harlan Rd, <br /> Lathrop Ca. <br /> Consent to do the inspection was granted by Joy Gish who is the manager for the <br /> business and property. Joy also gave consent for photos to be taken. <br /> In the back of the property was trailer that contained a white tank of new oil that <br /> has 1 inch of oil in it. Seven 55 gallon drums of oil that are empty. One 55 gallon <br /> drum has 10 gallons of oil in it. There were 15 one gallon containers that <br /> contained used oil and used anti freeze. There were four 5 gallon buckets of used <br /> oil. <br /> All amounts of hazardous waste and hazardous material are under reportable <br /> quantity for the hazardous material business plan program. <br /> A Hazardous Material Disclosure Survey form was completed by Joy Gish. I also <br /> filled out an inspection check list noting that no violations were found out time of <br /> inspection for the hazardous material business plan program. <br /> 02/07/2020 Did a joint complaint inspection with Joshua Elliott, Lathrop Fire, Nicholas Loehrer, ALANIZ <br /> hazardous material business plan inspector, and Lathrop Code Enforcement. <br /> Permission to do the inspection was granted by Joy Gish, Manager. Joy helps <br /> manage the business and the property. <br /> Hazardous waste, unknown chemicals, and empty drums were observed at the <br /> site. Informed Joy that a notice to abate was going to be written to her. She said <br /> that no hazardous material/waste was supposed to be on site. <br /> There are two trailers located at the northeast end of the facility (trailer 679 and <br /> 2802). Both of the trailers belonged to the previous tenant. <br /> Joy left before the notice to abate could be written to her. I told her I would call her <br /> when I was done to either meet with her in office, or email it to her. Her phone <br /> number is 209-688-9819. <br /> Got back to the office, wrote the notice to abate, and completed the photo log. <br /> Called Joy and left a message for her. <br /> Got into contact with Joy. Explained the notice to abate to her. She said to send <br /> the invoices to the business address at 11338 Harlan Rd. Updated complaint <br /> records. <br /> Emailed her and the property owner the notice to abate at: <br /> <deltatrucking4@gmail.com> and Bob Cannon (property owner) at <br /> <northstar.rents@gmail.com>. <br /> 02/07/2020 Discussed the complaint with Garrett Backus, Lead Senior and Nicholas Loeher, ALANIZ <br /> hazardous material business plan inspector. <br /> Emailed the notice to abate to Joshua Elliott<jelliott@lmfire.org>. <br /> 03/25/2020 Photo log completed.
