SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DEPARTMENT <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.smgov.org/ehd <br /> CONTINUATION FORM Page: 2 of 3 <br /> OFFICIAL INSPECTION REPORT Date: 2/7/2020 <br /> Facility Address: 11338 S Harlan Rd Program: 2200 <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Violation 1: <br /> OBSERVATION:- In the center of the yard,two 1 gallon containers (each%full) contained an unknown liquid. <br /> -In the trailer on the north east end of the property(number 679): <br /> One 55 gallon steel drum was holding 10 gallons of an unknown liquid. The drum had an oil label on it. <br /> One 75 gallon tank(1/8th full)was holding new oil. <br /> Three 1 cup sized containers held an unknown material. <br /> In the trailer next to trailer 679(number 2802): <br /> -Two 5 gallon buckets contained an unknown substance. <br /> -Several one gallon containers were observed piled towards the end of the trailer. <br /> REGULATION GUIDANCE: Per California Code of Regulations (CCR), 66262.11, any person who generates a waste shall <br /> determine if the waste is a hazardous waste as specified in Title 22 California Code of Regulations (CCR). There are wastes <br /> that are listed as hazardous wastes. There are wastes that exhibit one or more of the hazardous waste characteristics: <br /> toxic, corrosive, reactive or ignitable. <br /> CORRECTIVE ACTION: Immediately make a hazardous waste determination for each waste. Manage any waste generated <br /> according to Title 22 CCR. Use Safety Data Sheets (SDS),waste sampling and test results or other knowledge to support your <br /> hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including sections <br /> 66261.20-24. If the waste is determined to be a hazardous waste, have it properly disposed of and submit a receipt to the <br /> San Joaquin County Environmental Health Department. If the waste is determined to be a usable product, provide a <br /> statement explaining that it is not a waste and what it will be used for. <br /> Violation 2: <br /> OBSERVATION: In the trailer on the north east end of the property(number 679), seven empty 55 gallon steel drums and <br /> one 16 gallon steel drum were observed in the center. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous waste must be <br /> managed per Title 22 California Code of Regulations (CCR)section 66261.7. Refer to this section and California Department <br /> of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage within one year <br /> of that date. Manage the container per Title 22 CCR section 66261.7.
