1. PURPOSE AND IMPLEMENTATION <br />The purpose of the Hazardous Substance Spill Prevention & Response Plan is to minimize hazards to <br />human health or environment from releases of hazardous or extremely hazardous substances and to <br />comply with reporting requirements under 40 CFR 110 (Discharge of Oil into the waters of the <br />Unites States), 112 (Oil Pollutions Prevention — SPCC Plans (if required)), 117 (Reportable Quantities <br />for Hazardous Substances), 302 JCERCLA) and 355 (SARA). The action described in this Plan must be <br />implemented immediately whenever such releases could threaten human health or the <br />environment. This plan should be used in conjunction with the facilities Emergency Action Plan. <br />2. GENERAL INFORMATION <br />This Hazardous Substance Spill and Response Plan has been specifically developed for the <br />Lathrop Project <br />18800 Christopher Way <br />Lathrop, CA 95330 <br />209-858-1545 <br />The facility is located in San Joaquin County in the City of Lathrop. This Central Valley town is <br />located 8 miles south of Stockton, 80 miles east of San Francisco, and 20 miles northwest of <br />Modesto. The site name is Lathrop Consolidated Treatment Facility. <br />Veolia North America operates and maintains the City of Lathrop Consolidated Treatment Facility. <br />This MBR process consists of preliminary treatment, influent pumping, flow equalization, biological <br />treatment, disinfection, and storage/discharge. <br />1.Average dry weather flow - 0.75 MGD <br />2.Maximum allowance dry weather flow -6.0 MGD <br />3.Total annual flow 275 million gallons <br />3. EMERGENCY COORDINATORS <br />If an emergency situation develops at this facility, the first individual to arrive on the scene should <br />contact an emergency coordinator listed in Table 1. The primary Emergency Coordinator should be <br />contacted first, and if he/she is not available, the others should be called, in the order listed, until <br />someone is reached. The primary Emergency Coordinator and alternates have complete authority <br />to commit necessary resources on behalf of Veolia Water of North America, in the event of an <br />emergency. <br />Table 2 lists the organizations that could possibly be contacted by the Emergency Coordinator in the <br />event of the emergency. <br />4 <br />
