ENViRO"-AENTAL <br /> 25143.2 are met. HEALTH DEPARTMENT <br /> It was noted on a previous inspection report, the DTSC had been contacted and allowed the <br /> exclusion. Immediately provide all required information for every recyclable material that <br /> you wish to claim the exclusion or exemption and provide that information every two years. <br /> Ifthe required information cannot be provided, the materials must immediately be handled <br /> as a hazardous waste. <br /> Th is is a Class II violation. <br /> Owens' Response/Corrective Action: <br /> A Recyclable material exclusions/exemptions information matrix is <br /> attached as Exhibit 5. Up-dated waste profiling analysis is being <br /> conducted; the results will be made available when complete. <br /> Hazardous Waste Storage/Disposal <br /> Item 202(b), (c), and (d): HSC 25189.5(a) Disposed or caused disposal of HW at an <br /> unauthorized point, <br /> -in the bag house room, hazardous waste (grit blast) was generated and put in 55g drums <br /> from bag houses. This waste was allowed to leak out from the baghouses and blow <br /> throughout the room and outthe open doorto the environment. <br /> -"Grit blast" in damaged containers was seen leaking outside of the "Chromox" & "Iron Oxide" <br /> storage building onto the ground and into the air. <br /> -Hazardous waste from the baghouses in the basement has been released all overthe ground <br /> underthe units and the storagetotes. <br /> Hazardous wastes shall be disposed of only by transportation to a permitted hazardous waste <br /> treatment, storage, and disposal facility (TSDF). Immediately cease illegal disposal of <br /> hazardous waste and ensure that all future waste is hauled by a licensed hazardous waste <br /> transporter to a permitted TSDF. <br /> This is a Class Iviolation. <br /> Owens' Response/Corrective Action: <br /> The containers of"grit blast" were found to be intact. The grit blast material <br /> outside of the drum was cleaned up the same day and placed into the labeled <br /> drum and sealed. Hazardous waste found outside of the storage totes was <br /> cleaned up the same day; the material was placed into one of the proper totes <br /> and the tote was re-closed. <br /> Item 301: CCR 66265.31 Facility not maintained to minimize the release of a hazardous <br /> waste. <br /> 6 <br />
