RCE1 <br /> P.J+..a 2 � 2010 <br /> ENVIRONMENTAL <br /> a)Inthe blue barn: HEALTH DEPARTMENT <br /> -Totes of hazardous waste containing chromium, lead and selenium were open, haphazardly <br /> closed, allowing the fine powder to be released throughout the barn,on the ground and in the <br /> air. <br /> Owens' Response/Corrective Action: <br /> The hazardous waste material outside of the totes were cleaned up the same <br /> day and placed in the labeled totes and sealed. These totes have since been <br /> disposed of offsite at a TSDF. <br /> b) Free standing oily and whitish/yellow liquid behind and under the hazardous waste <br /> containers was seen. It could not be determined where it had come from (leaking containers, <br /> overfill, etc.) <br /> Owens' Response/Corrective Action: <br /> Owens has determined that the free-standing liquid observed in the hazardous <br /> waste accumulation building (blue barn) was rainwater that infiltrated into the <br /> building during a recent storm event. Owens plans to construct a berm to avert <br /> water infiltration during future storm events. <br /> c) In the outside storage area, near the SE corner, by the compressor room, totes and <br /> containers of "Chromox" and "Iron Oxide" were stored. These containers were releasing <br /> their productto the ground,to the air and potentially out the doors. When asked what would <br /> happen to the release, Bill said about monthly someone would come in sweep up the area <br /> and handle the sweepings as hazardous waste. A sample of this material was not taken <br /> outside the building but will betaken during the next inspection. <br /> Owens' Response/Corrective Action: <br /> The area was cleaned up. The containers of"Chromox" and iron oxide, as well <br /> as the sweepings, were shipped offsite for disposal as hazardous waste using <br /> manifest number 015822089JJK. A copy of the manifest is attached as Exhibit <br /> 6. <br /> d) Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, <br /> or release of hazardous waste to air, soil, or surface water which could threaten human <br /> health or the environment. Immediately stop these releases and manage according to Title <br /> 22 hazardous waste regulations. Submit a statement and supporting documentation <br /> explaining howthiswaste was managed. <br /> This isa Class Il violation. <br /> _Owens' Response/Corrective Action: <br /> Issues discovered during Owens'weekly hazardous waste inspection are corrected <br /> 7 <br />
