RECEIVED <br /> AUG 2 3-2016 <br /> ENVIRONMENTAL <br /> Hazardous Waste Tanks HEALTH DEPARTMENT <br /> Item 502: CCR 66265-192(k) Hazardous waste tank assessment is incomplete <br /> The hazardous waste tank assessment for the 450g tank located in the basement of Furnace <br /> C and the 1,750g tank located in the basement of Furnace A/B are inadequate. The hazardous <br /> waste tank assessments are based on CCR (existing) and 66265.192 (new) and utilize API-653 <br /> which can not be used for these tanks.The hazardous waste tank assessment shall include all <br /> ofthefollowing information: <br /> 1. tank configuration (i.e., horizontal,vertical),material of construction, and gross capacity <br /> (ingallons); <br /> 2. design standard(s), if available, according to which the tank and ancillary equipment <br /> were orwill be constructed and all ofthefollowing information: <br /> A. material of construction; <br /> B. material thickness and the method used to determine the thickness; <br /> C. description of tank system piping (material,diameter); <br /> D. description of any internal and external pumps;and <br /> E. sketch or drawing of tank including dimensions. <br /> 3. documented age of the tank system (if tank was previously used), if available, <br /> (otherwise,an estimate of the age); <br /> 4. description and evaluation of any leak detection equipment; <br /> 5. description and evaluation of any corrosion protection equipment,devices,or material; <br /> 6. description and evaluation of any spill prevention or overfill equipment; <br /> 7. description and evaluation of secondary containment for the tank system including <br /> applicable secondary containment for ancillary equipment as required in subsection <br /> 66265.193(f); <br /> 8. hazardous characteristics ofthe wastes that have been or will be handled. <br /> Immediately amend the tank system assessments to include all required information or <br /> complete new tank assessments and submit a copies to the EHD. <br /> This isa Class II violation. <br /> Owens' ResponselCorrective Action: <br /> The Professional Engineer who completed the previous tank integrity testing <br /> reports did not include all of the required items listed above from Title 22. <br /> Owens will perform an updated integrity test on each of the used oil tanks <br /> within 30 days and submit a complete report, to include the requirements set <br /> out in Title 22 66265.192, upon receipt. <br /> 10 <br />
