INSULATING FLUIDS SPILL CLEANUP HAND BOOK <br /> CITY OF LODI ELECTRIC UTILITY DEPARTMENT <br /> INSULATING FLUIDS SPILL CLEANUP AND HANDLING PROCEDURES <br /> The City of Lodi Electric Utility department has eliminated all insulating oil and electric <br /> apparatus that contained P.C.B.'s more than 5 p.p.m. from the overhead, underground <br /> electric system and substations. All insulating fluid is now a highly refined mineral oil. <br /> This document outlines procedures for cleanup and handling spills of insulating fluids. <br /> Safety Precautions <br /> It is generally accepted that exposure to insulating fluids is not hazardous provided that <br /> simple precautions are taken, so common sense must be used. <br /> Breathing vapor or fumes from heated insulating fluids should be avoided. Potentially <br /> harmful vapors may be generated when insulating fluids are contained in transformers or <br /> switches that have been subjected to severe internal arcing. <br /> When working around insulating fluid, good hygiene should be practiced. Hands should <br /> be cleaned before eating, drinking, smoking or using toilet facilities. <br /> Revised: June, 2004 <br />
