Environmental Health Department <br />Aboveground Petroleum Storage Act Inspection Report <br />Date: <br />August 17, 2021 <br /> Facility Address: <br /> 1333 E TURNER RD, LODI <br /> Facility Name: <br /> CENTRAL VALLEY WASTE SERVICES <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 719 CFR 112.8(c)(11) Failed to locate properly or provide sufficient secondary containment for mobile/portable <br />containers. <br />OBSERVATION: The facility failed to furnish a secondary means of containment, such as a dike or catchment <br />basin, sufficient to contain the capacity of the largest single compartment or container with sufficient freeboard to <br />contain precipitation. The following portable containers were observed with insufficient secondary containment: <br />-A total of eight 55 gallon drums of oil were observed in the secondary shop on four different 30 gallon Eagle model <br />1632 spill pallets (2 drums per spill pallet) <br />-Two 55 gallon drums of oil were observed in the primary shop on two 30 gallon Eagle model 1632 spill pallets (one <br />drum per spill pallet) <br />-Two 55 gallon drums of oil were observed in the primary shop on a 30 gallon Eagle model 1632 spill pallet <br />-One 70 gallon portable diesel tank was observed in the maintenance wash bay on a 30 gallon Eagle model 1632 <br />spill pallet <br />REGULATION GUIDANCE: (c)(11) Position or locate mobile or portable oil storage containers to prevent a <br />discharge as described in § 112.1(b). Except for mobile refuelers and other non-transportation-related tank trucks, <br />you must furnish a secondary means of containment, such as a dike or catchment basin, sufficient to contain the <br />capacity of the largest single compartment or container with sufficient freeboard to contain precipitation. <br />CORRECTIVE ACTION: Provide adequate secondary containment for the above listed mobile or portable oil <br />storage tanks. Provide proof or correction to the EHD. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br />finished on 8/20/2021 and replaces the initial checklist. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by September 20, 2021. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($152).
