CA 95202 <br />Subject: Permission for Site Access to Santa Fe Road Elegai Disposal Site, Solid Waste <br />Identification System Numbers; 39 -CR -0031. 39 -CR -0001, and 39 -CR -0040 <br />Dear Mr. McClellon: <br />As per the telephone request from your office, the California integrated Waste Management <br />Board (CIW`113), specifically the Closed, Illegal. and Abandoned Sites (CIA) Investigation Unit, <br />will conduct an investicyation of Santa Fe Road Illegal Disposal Site (IDS) as authorized by <br />Public Resource Code Section 44105(b) and provide a recommended remediation plan from the <br />im-,-stigative results. <br />Authorization for site access from each of the property owners, whose properties are affected by <br />the investigation. is required. The purpose of the site access is to conduct an intrusive <br />investigation of the subject IDS in order to determine the horizontal and vertical extent of waste, <br />to characterize the waste, and to sample for analytes such as heavy metals and unburned organic <br />materials left in the soil matrix. <br />To date, through cpmmunicating and working with your oice, four parcels of property, and <br />possibly a fifth parcel, have been identified that appear tc be affected by the presence of waste at <br />the IDS. From <br />,,the information provided by your office, which was obtained from the <br />San Joaquin County Assessor's Office, three of the parcels have been identified as Assessor <br />Parcel Numbers (APN): <br />1.
