Patriot Environmental <br /> has been contracted for assessment and clean up. <br /> Called and spoke to Ernie Spencer, of Spill Center, Inc. -third party environmental <br /> claims company for Wilbur Ellis. Ernie stated the release was from a tank owned <br /> by Wilbur Ellis, primarily impacted soil, possibly impacted some trees on the edge <br /> of the property, and possibly a ditch. No drains or waterways are believed to be <br /> impacted, according to Ernie. Ernie was not on site, but stated Patriot <br /> Environmental was en route , with an ETA of about 5pm. Ernie did not know the <br /> capacity of the tank, nor what exactly caused the tank to fail, but believes it may <br /> have been due to old age of the tank. Ernie stated he will provide an incident <br /> report. Ernie confirmed Wilbur Ellis is the responsible party. Notified Ernie that <br /> EHD will be billing for our time responding to this spill. Ernie requested I email him <br /> a copy of any invoices. <br /> Called and spoke to Ryan Ebarb (832-542-8503) of Patriot Environmental, who <br /> stated Chris Feathers will be the on-site Patriot contact, and Kristen Summi will be <br /> the main point of contact for this clean-up. Ryan stated Patriot will USA the area <br /> for excavation, and profile the waste generated from the clean-up for proper <br /> disposal. <br /> Generated complaint. <br /> Called and notified Agustin Diaz (209-953-6000), San Joaquin County Agricultural <br /> Biologist, of the spill incident. Agustin informed me that the San Joaquin County <br /> Agriculture Department/Agricultural Commissioner's Office does not have <br /> jurisdiction over UAN-32 UREAAmmonium Nitrate Solution, as it is a fertilizer. <br /> Agustin stated his department has jurisdiction over pesticides. Agustin copied me <br /> in an email to Tim Pelican,Agricultural Commissioner, to confirm our discussion. <br /> 03/26/2021 Discussed complaint with Haza Saeed, Ld Sr REHS, and Claudia Muro, REHS.
