2.1 Zoning <br />The San Joaquin County Community Development Department web site states <br />that the Site is zoned AG -40, General Agriculture with a minimum parcel size of <br />40 acres. This zoning designation "is established to preserve agricultural lands <br />for the continuation of commercial agriculture enterprises." <br />2.2 Proposed Development <br />A minor subdivision is proposed to divide the Site into two homesite parcels, a <br />36.9 -acre parcel, and a 36.9 -acre designated remainder (Plate 4). According to <br />AnnaMarie Lara and Angela La Velle, Mr. Navarra's daughters and owners of the <br />Site, the uses of the land will remain unchanged (personal communication, July <br />21, 2021). <br />2.3 Topography <br />A recent U.S. Geological Survey 7.5 -minute topographic map was obtained from <br />the San Joaquin County District Viewer. In the map, the Site is depicted as <br />relatively flat land with a slight slope down to the northeast, located at <br />approximately 100 to 115 feet above mean sea level. This map is included as <br />Plate 5. <br />3.0 HISTORICAL RESEARCH <br />3.1 Aerial Photographs <br />Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br />County Surveyor's Office in Stockton, California. The available photographs <br />were dated 1937, 1952, 1963, 1975, and 1983. Additional photographs dated <br />1998, 2002, and 2008 were obtained from the San Joaquin County District <br />Viewer. <br />In the 1937 photo, the Site appears to be open agricultural land; it is a portion of <br />a larger agricultural field. A canal runs along Koster Road on the east side of the <br />Site, and a smaller canal runs along the west side of the Site. Highway 33 and <br />the railroad tracks can be seen to the northeast of the Site. A rural residence is <br />located to the north of the Site. Other properties in the area appear to be open <br />agricultural land. <br />In the 1952 photo, a field road crosses the Site. The adjacent land to the east <br />has been planted with orchard.
