2.1 Zoning The San Joaquin County Community Development Department web site states that the Site is zoned AG -40, General Agriculture with a minimum parcel size of 40 acres. This zoning designation "is established to preserve agricultural lands for the continuation of commercial agriculture enterprises." 2.2 Proposed Development A minor subdivision is proposed to divide the Site into two homesite parcels, a 36.9 -acre parcel, and a 36.9 -acre designated remainder (Plate 4). According to AnnaMarie Lara and Angela La Velle, Mr. Navarra's daughters and owners of the Site, the uses of the land will remain unchanged (personal communication, July 21, 2021). 2.3 Topography A recent U.S. Geological Survey 7.5 -minute topographic map was obtained from the San Joaquin County District Viewer. In the map, the Site is depicted as relatively flat land with a slight slope down to the northeast, located at approximately 100 to 115 feet above mean sea level. This map is included as Plate 5. 3.0 HISTORICAL RESEARCH 3.1 Aerial Photographs Live Oak reviewed aerial photographs of the Site provided by the San Joaquin County Surveyor's Office in Stockton, California. The available photographs were dated 1937, 1952, 1963, 1975, and 1983. Additional photographs dated 1998, 2002, and 2008 were obtained from the San Joaquin County District Viewer. In the 1937 photo, the Site appears to be open agricultural land; it is a portion of a larger agricultural field. A canal runs along Koster Road on the east side of the Site, and a smaller canal runs along the west side of the Site. Highway 33 and the railroad tracks can be seen to the northeast of the Site. A rural residence is located to the north of the Site. Other properties in the area appear to be open agricultural land. In the 1952 photo, a field road crosses the Site. The adjacent land to the east has been planted with orchard. The residence to the north can no longer be seen. LOGE 2140 2
