S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GOLD RIVER ORCHARDS, INC 1 18400 ENTERPRISE RD, ESCALON September 27, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> -an oil spill was observed outside the diesel tank secondary containment covering an approximate area of 1.5'x2'ft <br /> -oily spill was observed underneath the gravel next to the valve of the diesel secondary containment <br /> -oily spill was observed next to the left side of the shed in the hazardous waste storage area <br /> -lead acid battery spill was observed in the pump house next to motor mount frame#1 <br /> -brown liquid observed in the hole of the motor mount frame#2 located in the pump house, per Pablo Martinez the <br /> liquid may be water and diesel from when the generator failed <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean. Manage the waste according to Title 22 California Code of Regulations <br /> for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 302 CCR 66262.34(d)(2) Failed to have all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The facility is not equipped with the following equipment: <br /> -spill control equipment in the pump station are missing <br /> REGULATION GUIDANCE: <br /> All facilities shall be equipped with the following, unless it can be demonstrated to the Department that none of the <br /> hazards posed by waste handled at the facility could require a particular kind of equipment specified below: <br /> (a)an internal communications or alarm system capable of providing immediate emergency instruction (voice or <br /> signal)to facility personnel; <br /> (b)a device, such as a telephone (immediately available at the scene of operations)or a hand-held two-way radio, <br /> capable of summoning emergency assistance from local police departments,fire departments, or State or local <br /> emergency response teams; <br /> (c)portable fire extinguishers,fire control equipment(including special extinguishing equipment, such as that using <br /> foam, inert gas, or dry chemicals), spill control equipment, and decontamination equipment; and <br /> (d)water at adequate volume and pressure to supply water hose streams, or foam producing equipment, or <br /> automatic sprinklers, or water spray systems . <br /> CORRECTIVE ACTION: Immediately install the following equipment: spill equipment.
