§ 1.0 INTRODUCTION AND PROPOSED DEVELOPMENT This Surface and Subsurface Contamination Report (SSCR) contains the results of my investigative findings for the subject property referenced on the Title Page. This report was prepared for Mr. Anthony Ghio of A.B. Ghio Construction, Inc. as the land owner, and The San Joaquin County Environmental Health Department (EHD). Mr. Zack Wong, PE, President of Wong Engineers, Inc. is the civil engineer -of -record for this project. The purpose of this Report was to investigate and identify real or potential surface and subsurface contamination existing within, or around the entire subject property in accordance with EHD guidelines. Within the text of this Report, bolded Section (§) numbers are referenced at the beginning of an applicable Section number, sentence, paragraph or Appendix that corresponds with the EHD Requirements Checklist for Surface and Subsurface Contamination Reports. According to the San Joaquin County Development Title, a Surface and Subsurface Contamination Report is required at the time of Tentative Map submittal. The Development Title, Section 9-905.12 (a) states "A Surface and Subsurface Contamination Report shall identify any potential sources of surface and subsurface contamination caused by past or current land uses." The report shall include evaluation of nonpoint sources of hazardous materials such as agricultural chemical residues and nitrate concentrations in the underlying groundwater. Potential point sources include pipelines, fuel tanks, hazardous discarded items, past on-site septic systems, agrichemical mixing sites/applications, and electrical transformers. No chemical analysis was conducted by Chesney Consulting for this investigation, nor was there testing for asbestos containing materials (ACMs) since there are no structures on the property. Interpretation of County Ordinance Section 9-905.12 (a) has been to focus on the property exclusively, unless it is documented or observed that an environmental concern in close proximity to the property could potentially affect said property. The Surface and Subsurface Contamination approaches, but does not encompass the requirements of a Phase I Environmental Site Assessment (ESA) as issued by the (formerly) American Society of Testing and Materials (ASTM E-1527-05). The Environmental Health Department recognizes that the Surface and Subsurface Contamination Report is not intended to completely fulfill the requirements of a Phase I ESA. The Department does however, maintain that certain components of the Phase I ESA may be applicable to the SSCR, as follows: Section 7.1.7 of the ASTM Document states under "Sources of Standard Source Information," that "information or other record information from government agencies may be obtained directly from appropriate government agencies or from commercial services." This report utilizes the services of Environmental Record Search (ERS), which is a commercial provider of environmental information. Page -2- Chesney Consulting
