Used oil filters are generated on-site <br /> and hauled to a George Reed facility at 5693 O'Byrnes Ferry Road, Jamestown, CA. The filters are not drained <br /> before transporting to Jamestown. The filters are sent to a recycler from the Jamestown address. A complete <br /> record for used filter recycling was not observed during the inspection. The used oil filter log on-site contained <br /> incomplete information. The log only contained the date of filter generation and the number of filters. See photo log <br /> pages: 3-9. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer.A <br /> copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately start draining the oil filters before they leave the site. Use a bill of lading to <br /> transport the filters to the Jamestown address. The bill of lading must contain the information listed in the <br /> REGULATION GUIDANCE. Keep a copy of the bill of lading for three years at the Escalon facility.
