A NJ O A Q U l N Environmental Health Department <br /> COUNTY— V AMENDED <br /> 10/19/2021 <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AAFES WEST COAST DISTRIB CENTER 700 E ROTH RD, LATHROP October 05, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 719 CFR 112.8(c)(11) Failed to locate properly or provide sufficient secondary containment for mobile/portable <br /> containers. <br /> OBSERVATION: The facility failed to furnish a secondary means of containment, such as a dike or catchment <br /> basin, sufficient to contain the capacity of the largest single compartment or container with sufficient freeboard to <br /> contain precipitation. The following 55-gallon drums were observed with insufficient secondary containment: <br /> -Two 55-gallon drums of used oil were observed outside of building 590 without secondary containment. One drum <br /> was placed on a wooden pallet and one drum was placed on the asphalt. <br /> -Two 55-gallon drums of new oil were observed inside building 590 without secondary containment. Both drums <br /> were placed on wooden pallets. <br /> -Two 55-gallon drums of new oil were observed inside building 590 on secondary containment that would not <br /> contain 100%of the largest container. Both secondary containment pallets would hold less than 55-gallons. <br /> -Five 55-gallon drums of oil were observed inside building 586 without secondary containment.All drums were <br /> placed on wooden pallets. <br /> In addition,the SPCC Plan does not discuss mobile containers positioned to prevent discharges and have 100% <br /> containment plus freeboard. <br /> REGULATION GUIDANCE: (c)(11) Position or locate mobile or portable oil storage containers to prevent a <br /> discharge as described in§ 112.1(b). Except for mobile refuelers and other non-transportation-related tank trucks, <br /> you must furnish a secondary means of containment, such as a dike or catchment basin, sufficient to contain the <br /> capacity of the largest single compartment or container with sufficient freeboard to contain precipitation. <br /> CORRECTIVE ACTION: Ensure the SPCC Plan discusses mobile containers positioned or located to prevent <br /> discharges and have secondary containment to contain 100%of the largest container plus sufficient freeboard.And <br /> position or locate the six 55-gallon drums in building 590 and five 55-gallon drums in building 586 to prevent <br /> discharge, and provide adequate secondary containment for mobile or portable oil storage tanks. Provide proof or <br /> correction to the EHD. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on 10/19/2021 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
