MOUNTAIN HOUSE SP> UVIC PLAN 11 <br />4.3 OVERALL DEVELOPMENT AND DESIGN <br />This section presents development and design provisions for SPII . <br />Section 4.4: Towri Center, Section 4.57 Community Commercial Focus Areas, Sectlan 4.B: <br />Neighborhood Center Focus Areas. and Section 4.1: Neighborhoods I and d <br />df+ r atiaa C #e�pravide addltional provisions_ <br />4.3.1 Communtty Edges <br />Master Plan Summary <br />The Master Plan pfopases edge treatments fo establish a distinct oarnmunity boundary <br />and buffer the potential adverse effects of the new urban community on adjacent <br />agricultural lands, and wce versa_ Edge treatments are to be designed to respond to the <br />unique site condltlons between Mounlaln House and adjacent off-slte uses - <br />Buffer areas and setbacks will he no larger than necessary, and will consist of usable, <br />easily maintainable areas and treatments. Edge treatments will be installed no later than <br />at construction of Aacent roadways and no later than the development of adjacent land <br />uses. Edge treatments will Include pmvisi one for tha conveyance of funoff from a 100 - <br />year flood evert occurring from either upstream drainage facilities ar from avedand sheet <br />flaw. <br />Specific provisions fur edge treatments shall be included in applicable Specific Plans. <br />Speoifia Plans contiguous with previously developed areas shall utilize the same design <br />treatment as the previous Speclftc Plan with modifcatiens limited to improved plant <br />selection arto correct prabloms with existing edge treatments. <br />Specific Plans contiguous with previously developed areas will utiltzathe same design <br />treatment as the previous Specitre Pian, Specific provisions for edge treatments will be <br />irrGuded in appticahle Specific Plans. Modifreations will be limited to improved plant <br />selection or other efforts to correct problems with exlstng edge Treatments, <br />Plan Description <br />All Community Edges required by the Master Plan will be lmplement,ed by SpeoiGc Flan li <br />and implementing TentAva Maps and development applications. These edge treatments <br />are consistent with the MHCSb Design Manual (Chapter len: Community Edges and <br />Windbreaks). as follows: <br />• Westem Community Edge alang Alameda County line, including the Great Valley <br />Parkway roadway and windrow tree planting (applicable to the southern portion of <br />Neighborhood H), the 100 -foot building setback and 20 -foot landscape strip within <br />ccrnmerc o areas (applicable to the northern portion of Neighborhood H). and the <br />t 00 -foot building sethack and cantinue security fence or wail or roadway within <br />residential areas (applicable to Neighborhood 1). <br />• E asTern Communily Edges along Mountain House parkway and the V akind cut, <br />including Mountalrt House Parkway, plsnring, and agricultural fence (applicable to <br />SPIT areas south of Byron Road).
