Chapter 1 <br />Introduction <br />1.1 Project Overview <br />This Initial Study/Mitigated Negative Declaration (IS/MND) evaluates the proposed amendments to <br />the San Joaquin County General Plan, Mountain House Master Plan (Master Plan), Specific Plan I] and <br />Rezoning (these amendments are referred to, collectively, as the project). Specifically, the project <br />includes amendments to Neighborhoods H, I, J, ]v and the Town Center in the Mountain House <br />development. This chapter explains the project overview, provides the purpose of the 1 S/MND, <br />establishes the context and scope of the IS/MND, provides references to relevant previous <br />environmental review documents and reports, and provides a summary of project information. San <br />Joaquin County is the lead agency For the project far purposes of environmental review under the <br />California Environmental Quality Act (CEQA). Lead agency is defined by CEQA Guidelines Section <br />21067 as "the public agency which has the principal responsibility for carrying out or approving a <br />project which may have a significant effect upon the environment" <br />1.2 Purpose of this Initial Study/Mitigated Negative <br />Declaration <br />The 1994 Master Plan was the subject of the certified 1994 Mountain House Muster F1Qn Final EFR <br />(1994 MEIR). Public Resources Code (PRC) section 21166 provides: <br />When an environmental impact report has been prepared for a project pursuant to this <br />division, no subsequent or supplemental environmental impact report shall be re quired <br />by the lead agency or by any resp onsible agency, unless one or more of the following <br />events occurs: <br />(a) Substantial changes are proposed in the projectwhich will require major revisions of <br />the environmental impact report. <br />(b) Substantial changes occur with respect to the circumstances under which the project <br />is being undertaken which will require major revisions in the environmental impact <br />report. <br />(c) New information, which was not known and could not have been known at the time <br />the environmental impact report was certified as complete, becomes available. <br />If impacts resulting from changes to a project do not differ significantly from those analyzed in the <br />previously certified EIR, a further E1R is not required. <br />This IS/MND identifies the potential environmental effects resulting from the proj ect and includes <br />updated analyses, particularly for the resource categories of air quality, energy, greenhouse gas <br />emissions, noise, transportation, tribal cultural resource s, and wildfire.
