The new regulatory requirements in these <br />resource areas are reflected in the updated analysis of the IS/MND. <br />1.3 Initial Study/Mitigated Negative Declaration <br />Contents and Organization <br />This IS/MND was prepared in conformance with CEQA Guidelines and includes the following <br />sections: <br />■ Chapter 1: Introduction, provides a project overview, describes the purpose of the IS/MND, <br />describes the document's contents and organization, lists documents incorporated by <br />reference, and summarizes project information. <br />• Chapter 2: Project Desciiptiorr, describes the project location, project objectives, components <br />of the proj ect during operation and construction, and project approvals. <br />• Chapter 3, Sections 3.1 through 3.3: Environmental Determination. provides the required <br />summary statement regarding the type of CEQA document appropriate for the project, <br />considering the environmental factors analyzed within the ISJMND. <br />• Chapter 3, Sections 3.3.1-3.3.21: Initial Study Envimninental Setting, Impacts, evaluates the <br />environmental impacts associated with the project. <br />• Chapter 4: References lists the documents, agencies, and persons consulted in the <br />preparation oftbe ISJMND. <br />• Appendices: Includes technical reports/data used in the analysis. <br />1.4 Documents Incorporated by Reference <br />This IS{MND is a stand-alone CEQA dacumentbecause the Final Envirun mental impact Report (SCH <br />No. 90020776) for the Mountain House Master Plan and Specific Plan I (i3aseRne Environmental <br />Consulting 1994] was prepared more than 25 years ago. However, because prior CEQA <br />documentation for the Mountain House Master Plan and Specific Flan remains relevant far the <br />proposed project the Final EnviranrnentaF Impact Report far the Mountain House Master Flan and <br />Specific Pian I is incorporated by reference in this ISJMND. The Mountain House Specifrc Flan 11 <br />Initial Stud , is also incorporated by reference (Amy Skelives Cox 2004). lncoeporaEom by reference <br />of the 1994 MSIR includes application of prior mitigation measures, where applicable, to the <br />proposed project to avoid or minimize impacts. <br />These documents, including the technical documents supporting the 1994 MEIK are available for <br />review at the offices of the County of San Joaquin Community Development Department at 1810 <br />Hazelton Avenue in Stockton.
