MOUNTAIN HOUSE MASTER PLAN <br />Implementation: <br />a} Interim Commercial Services. No later than the issuance of the 500th <br />dwelling unit permit, a small temparary commercial facility shall be provided <br />offering k asic convenience items to Mountain House residents. Such <br />facility may be in conjunction with a real estate sales center, either as a <br />separate, relocatable building or room within the sales offices, <br />3.6.2 Neighborhood Commercial <br />Objective: To provide Neighborhood Commercial uses within each of the 10 <br />residentlal neighborhoods with the uses accessible by foot or bicycle and clustered <br />to contribute to a neighborhood focus. <br />Politcles: <br />8) A Neighborhood Cornmerclal site sh0 be located within each of the fwpe <br />ften family neighborhoods and the Neighborhood K mixed active adult and <br />family neighborhood, as close as possible to the neighborhood park and <br />school to serve focal, pedestrian -oriented shopping needs within the <br />neighborhood and to help to offset the need for longer vehicular trips to <br />other commercial areas {see Figure 3.13. Neighborhood Commercial <br />Concept). <br />b) Where sites are located near a K-5 school site, access to retail facilitles <br />shall be located away from school and school yard entrances. <br />C) Neighborhood Commercial sites shall be located on a Collector roadway, <br />d} The major purpose of the hleighbarhood Commercial area shall t)e to serve <br />the daily needs Of people in the neighborhood. The sites shall he designed <br />to accommodate a small retail center and may provide space for a <br />community facility such as a day care center, chrtrch, recreation building, <br />or meeting hall, if such community uses cartnot be provided within the <br />neighborhood school or park. Generally, at least half the area of a <br />Neighborhood Commercial site shall be reserved for retail cornmercial <br />uses. The requirement for at least half of the Neighborhood Commercial <br />site shall be generally reserved For retail uses may be waived for child care <br />Centers, if the proposed child care center is at least one (1) acre in size. <br />e) Neighborhood Commercial sites shall generally be limited to an and one- <br />half acres in size, but may he enlarged up to three acres subject to the <br />neod For additional services or facilities within the neighborhood. <br />f) <br />The design and character of Neighborhood Commercial facilities shall be <br />compatible with and reinforce the character of the school and residential <br />uses, with the 5pocial Purpose Plan for the Neighborhood Center providing <br />architectural guidance.
