Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: C00052900 Site Location: 16777 HOWLAND RD <br />Activity Summary <br />Activity Date Recorded by <br />02/04/2021 Received email status update from Aimee Burger (Simplot) with the following MURO <br />information: <br />The tank foundation is a "ring-wall" design with compacted gravel inside the <br />concrete ring to support the tank floor. <br />Excavation of the gravel began yesterday. <br />They found standing liquid with low pH in the gravel pack, so they halted <br />excavation in order to quickly arrange proper handling of the liquid to be removed <br />and also the contaminated gravel. Both will be managed as hazardous waste. <br />Until the gravel is completely removed from the ring-wall foundation, they will not <br />know the extent of contamination <br />They believe the concrete ring and the compacted clay soil beneath the gravel <br />pack will have prevented vertical and/or lateral migration. <br />02/08/2021 Received update from Aimee Burger (Simplot). They are still removing gravel and MURO <br />anticipate to be done tomorrow. They will be sending composite and core samples <br />off for testing. <br />I asked Aimee Burger if a confirmation sample would be taken. She replied that <br />both for waste determination and confirmation. <br />02/08/2021 Discussed complaint status with Elena Manzo (EHD). MURO <br />02/09/2021 8:24 AM Received a call from Aimee Burger, 209-539-1285 letting me know that <br /> MURO <br />they expect to be finished this afternoon; they will notify me 1.5 hours from <br />completion. <br />2:40 PM Received a call from Brendan White (Simplot) 209-403-1842 letting me <br />know that cleanup will not be complete today. They expect it to be done tomorrow <br />afternoon. <br />02/10/2021 Received a call from Brennan White (Simplot) 209-403-1842 stating that site MURO <br />cleanup is complete. <br />1:30 PM Headed out to the facility. Met with Brennan White, watched a safety <br />video before heading out to the spill area. <br />Tank diameter is 30 feet which was situated beside the excavation. The <br />excavation is approximately 32 feet in diameter, average depth is 18 inches deep. <br />The excavation area is clay soil. Beneath the clay soil was a layer of concrete. A <br />total of four twenty yard bins was generated (each 1/4 full) with the soil, gravel, and <br />the tank discarded materials. This waste is onsite and pending analytical. <br />Witnessed Brennan White conduct two pH tests. First test was — 5 pH and the <br />second was — 4 pH. Initially, I had stated that the excavation site was no longer in <br />the hazardous range. Discussed the pH values with Elena Manzo (EHD). Notified <br />Brennan White that we will need to look into additional factors before determining <br />the site as being adequately clean, since Ideally, we want the soil to be between 6 <br />— 8 pH before deeming the cleanup as adequate. <br />Sent an email to Brendan Kenny ((Central Valley Regional Water Quality Control <br />Board) at: Brendan.Kenny@waterboards.ca.gov to notify him know that the facility <br />completed cleanup. Brendan Kenny replied to my email requesting a copy of the <br />compliant file so that he can add to his file. Brendan Kenny's current work with <br />Simplot is associated with the Waste Discharge Requirements for the lined <br />wastewater ponds regulated under Title-27. <br />5105. rpt <br /> Page 6 of 9
