Complaint Investigation Summary
Report #: 5105
COMPLAINT ID: C00052900 Site Location: 16777 HOWLAND RD
Activity Summary
01/26/2021
01/27/2021
Updated Elena Manzo (EHD) on current complaint status.
Received phone call from Aimee Burger (Plant Manager at Simplot),
209-539-1285
Aimee Burger reported that Ryan Mock is no longer working at the facility. She
stated that the tank is still being cleaned out and material will be kept separate for
hazardous waste disposal at the end of the process.
They hope to move the tank tomorrow, but it will depend on wind conditions. After,
they will start digging. They will update status early next week.
Updated Elena Manzo (EHD).
Emailed Aimee Burger at: Aimee.Burger@simplot.com since rain is expected in
the next few days. Asked where they will be moving the tank to, whether the tank
will be repaired or disposed of entirely, and will the tank and/or soil be covered
during the rain event. If the open tank or soil underneath are not covered, the rain
may cause additional release of the phosphoric acid if left uncovered, in which
case we would need to be notified of the second release. Requested photos if
covering.
Called Brendan Kenny (Central Valley Regional Water Quality Control Board) at
916- 464-4635 left message. Forwarded the email from Ryan Mock that contains
the report titled "Follow Up Notice" to Brendan Kenny
(Brendan.Kenny@waterboards.ca.gov ) and provided an update on the tank status.
Discussed most recent status with Elena Manzo.
Read/Reviewed emails and narrative to find Brendan Kenny's (Central Valley
Regional Water Quality Control Board) info and in preparation for my phone call to
him.
Received email from Aimee Burger (Simplot) with the following updates.
They are not sure if the tank will be moved today, they are keeping an eye on
the high winds.
The tank will be put to the side at the plant and will be inspected to obtain a
permit to reuse, if a permit is not obtained, it will not be reused.
They will cover the ground and surrounding area with tarp and send us
pictures.
At the end of the day, I received another email from Aimee Burger. They did not
move the tank. She sent a photo of the top of the tank with a tarp over it and
pallets holding it in place.
Updated Elena Manzo (EHD) on current tank status and discussed.
Received update from Aimee Burger (Simplot). The tank was moved on Friday,
1-29-2021. Facility staff covered the soil with tarp. Aimee Burger provided a photo
of the the covered soil. Excavation is expected to being on Thursday, Feb 4, and
may be completed by Friday, Feb. 5.
Activity Date
01/25/2021
01/26/2021
01/27/2021
02/01/2021
Recorded by
MURO
MURO
MURO
MURO
MURO
MURO
02/03/2021 Updated Elena Manzo (EHD) on complaint status.
