Non billed. Spoke to Michelle H and Garett <br />Backus and also SS. They confirmed illegal industrial waste water being <br />discharged to septic system (no septic permit found). Will issue complaint <br />tomorrow for Stockton Propeller, the property owner, and also an adjacent <br />business on the same property that Garrett has not been able to confirm. <br />05/27/2021 Wilcox 2478. Generated complaint. Reviewed COS zero Waste Discharge <br />enforcement and document/photos from CUPA unit's previous inspection. <br />Inspected facility and verified temporary measures have been implemented to <br />prevent further release of industrial waste to the septic by way of catching it at <br />bottom of the sinks in the mix room and well as the wash room, before it is <br />consolidated to a 55 gallon drum awaiting for determination and disposal. Mike <br />Belmont the manager stated there will be a Envir. person from their parent <br />company which has recently purchased Stockton Propeller in next week to do a <br />complete review and come up with a guidance and solution to meet compliance. <br />Explained to Mike I'll have to perform a follow up to verify a permanent solution to <br />prevent any future release of non sewage to septic system. <br />In addition to Stockton Propeller, I also attempted to inspect Formurex (2470) on <br />the same parcel 10102174 but no answer or access when knocked (facility <br />posted no public admittance on door due to COVID), spoke to operator at the <br />quansi immediately south of Formurex and he claims it is a private auto hobby <br />shop not a business (the little I saw at the doorway involves mostly classic vehicle <br />body restoration type work, and less the mechanical repair type), and drove <br />around Tuleburg Towing lot on 2354 Wilcox (same owner but different parcel <br />10102175) and there does not seem to be repair work. There seems to be only <br />one unpaved un-concrete/un-asphalt location between the two lots (possible <br />location of the septic leach field) on the Tuleburg lot. No one on Tuleburg site to <br />answer questions however. <br />Note: All time today will be billable since it is confirmed both today's inspection, as <br />well as previous discussion with Garret, that billable today would not be <br />considered double billing with CUPA's previous inspection since CUPA was <br />inspecting under existing PR routine and not a separate complaint. <br />WONG <br />5105 rpt Page 1 of 4
