• Personnel working on the tipping floor are made aware that the compactor is being used
on the tipping floor via hand-held radio communication from the compactor operator, and
the compactor operator does not operate the compactor until he receives
acknowledgment from personnel working on the tipping floor. After this notice, workers
maintain a minimum 100 ft distance from the compaction area.
• All personnel on the tipping floor are required to wear highly visible safety vests, safety
glasses, and hard hats.
• All refuse received is screened for unacceptable wastes (i.e. hazardous waste, universal
waste).
• All equipment operators have been trained to be vigilante for cylinders, propane tanks,
televisions, computer monitors and these items will be pulled out and not pushed with the
refuse being "fed" to the compactor.
• The compactor is equipped with an audible back up alarm and working lights.
• The compactor operator also informs personnel working on the tipping floor when the
compactor needs to be driven off the compaction pad, so that personnel may maintain the
required safety distance from the compactor.
• The compactor is fueled and serviced south of the compaction area near the z -wall
(Figure 5) between the hours of 7:00 a.m. to 8:00 a.m.
• In the event of an explosion as a result of the compactor running over refuse, on-site staff
will take appropriate action by isolating the area and contacting the appropriate
emergency agencies (i.e. County Office of Emergency Services, County Environmental
Health Department, and the local Fire Department).
The
following
safety
measures are taken when other mechanical equipment (front-end loaders,
etc)
are used
on the
tipping floor:
• Only qualified personnel operate equipment.
Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report County of San Joaquin
April 10, 2015 14
