Thornton Rd.
APN 001 190-66, SR0084415
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading (SSNL) Study, dated May 19, 2021 and addendum dated November 1, 2021 for the above noted
location, and has the following comments for your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) usage and the potential long-term impact of nitrate to groundwater from the proposed startup
research facility (as stated in the Service Request SR0084415). The SSNL Section 9.3 referenced 3 existing
residential homes totaling 6 bedrooms, which will be vacated once the research facility is operational, and
Section 9.4 referenced future research facility with a maximum of 6 full-time employees. Both sources were
taken into account in Section 9.4 and 9.6 the mass-balance calculation.
Based on the information provided, the EHD can make the following findings:
a. Construction of a commercial sewage disposal system(s) under permit and inspection by the
Environmental Health Department is required at the time of development based on the Soil Suitability/
Nitrate Loading Study findings (San Joaquin County Development Title, Section 9-1110.3 & 9-1110.4).
The fee will be based on the current schedule at the time of payment.
b. The Percolation test conducted on May 14, 2021 yielded a percolation rate of 2.13 min/inch. At this
rate, a minimum 20 feet of soil separation is required between bottom of the dispersal field and the
groundwater. The SSNL reports a historic groundwater level of 15 and 30 feet below surface grade.
(San Joaquin County OWTS Standard Table 1.10.2).
If you have any questions please contact me at sshih@sjgov.org or (209) 468-9850.
Steven Shin, REHS
Program Coordinator
c: Brian Millman W.
