d. Roadway, Lighting, and Landscape Improvements: <br /> 1. Prior to the issuance of the first building permit all roadways, within the project boundary shall <br /> meet the minimum 20' Paved width and be designed and constructed per the MHCSD <br /> acceptable-standards and specifications. <br /> 2. Prior to final acceptance"No parking" signs or red curb shall be erected in all areas where there <br /> is to be no parking allowed. <br /> 3. Show all handicap ramps and associated crosswalk and signage in all pertinent plan sheets prior <br /> to plan approval. <br /> 4. Show all driveway details to address pedestrian and parking prior to plan approval. <br /> 5. All street lighting and street light photometrics shall meet MHCSD Standard Specifications and <br /> Details and Supplemental Specifications and Details: Street Lighting, Electrical and Traffic <br /> Control Devices. <br /> 6. For vehicular and pedestrian connectivity prior to issuance of the first building permit the existing <br /> interim turn around bulb on the north side of Nasergholi Avenue just east of Tract 4040 shall be <br /> removed and replace with a paved street, curb, gutter and sidewalk that is consistent with <br /> MCHSD Standard Specifications and Details. Access to the parcel behind the sidewalk at this <br /> location shall be preserved. <br /> e. Community Walls: <br /> 1. Prior to issuance of the first building permit view fence consistent with the MHCSD Design <br /> Manual and MHCSD Standard Specifications shall be constructed along property lines of <br /> existing homes and the open space/linear park landscape areas. <br /> 2. Prior to issuance of the first building permit a community wall at least 7 feet in height and <br /> consistent with the MHCSD Design Manual and the MHCSD Standard Specifications and <br /> Details shall be constructed along the property line lots 19, 20 and 24. <br /> 3. Prior to issuance of the first building permit the existing fence along the northern boundary of <br /> the Delta College Water Tank Site/Parcel E shall be removed and replaced with a community <br /> wall at least 7 feet in height and consistent with the MHCSD Design Manual and the MHCSD <br /> Standard Specifications and Details. <br /> 4. Prior to issuance of the first building permit a community wall at least 7 feet in height and <br /> consistent with the MHCSD Design Manual and the MHCSD Standard Specifications and <br /> Details shall be constructed along the rear property line lots 118-133 adjacent to Delta <br /> Community College. <br /> 5. Prior to issuance of the first building permit an agricultural fence consistent with the MHCSD <br /> Design Manual and the MHCSD Standard Specifications and Details shall be constructed along <br /> the northern boundary of Tract 4040 as depicted in Specific Plan III. <br /> f. Utilities: <br /> 1. The Developer and its contractors shall comply with Ordinance No. 4162 "Street Opening and <br /> Pavement Restoration Regulations." <br /> 2. Any phased development shall install all utilities required to serve the development. In addition, <br /> if any future adjacent or nearby phases of the development, or adjacent Neighborhoods, will <br /> PA-2100120—Conditions of Approval 9 <br />
