AECOMimagine it. <br /> ❑elive ed. <br /> Pre-Mobilization Activities <br /> Permits <br /> SJCEHD maintains jurisdictional authority over well destructions in San Joaquin County.As such, prior to <br /> commencing field activities,AECOM will obtain the necessary well destruction permit from SJCEHD. <br /> Health and Safety Plan <br /> A site-specific Health and Safety Plan (HASP)will be completed to detail health and safety protocols for <br /> the well destruction activities at the Site.The HASP will meet the requirements of applicable federal, state, <br /> and local regulations. These requirements include: <br /> • Title 29, Code of Federal Regulations (CFR) Section 1910.120, <br /> • Title 29 CFR Section 1926, and <br /> • California Code of Regulations Title 8. <br /> The HASP addresses worker and nearby (off-site) personnel safety.All on-site workers must be 40-hour <br /> Hazardous Waste Operations and Emergency Response (HAZWOPER)-certified and must be current with <br /> the 8-hour annual HAZWOPER refresher course. <br /> Utility Clearance <br /> AECOM will mark the Site and notify Underground Service Alert of Northern California and Nevada (USA <br /> North 811) of the work a minimum of 48 hours in advance.AECOM will also utilize the services of a <br /> geophysical locator to identify underground utilities in the vicinity of each well location. <br /> Boring Logs and Well Construction Details <br /> Construction details for the 11 groundwater monitoring wells are summarized in Table 1 along with the <br /> most recent depth to groundwater measurements (AECOM 2020b). <br /> Drilling operation and well construction detail logs, as sourced from the well installation report (AECOM <br /> 2014), are provided in Appendix A. <br /> Implementation Activities <br /> Well Destruction Procedures <br /> The 11 Site groundwater monitoring wells will be destroyed by a licensed C-57 water-well drilling <br /> subcontractor by over-drilling in accordance with the standard operating procedures detailed in California <br /> Well Standards Bulletins 74-81 (California Department of Water Resources [DWR] 1981)and 74-90 (DWR <br /> 1991 and San Joaquin Well Standards (SJCEHD 2005). These standards are included in Appendices B <br /> and C. <br /> Prior to over-drilling, an AECOM field representative will measure and record the following at each well: <br /> 1. Total depth of the well, <br /> 2. Depth to water, and <br /> 3. Well diameter, <br /> Each well will also be cleaned, as needed, to remove all undesirable materials, including obstructions and <br /> debris that could interfere with well destruction.
