The County shall consider the <br /> availability of a long-term, reliable potable water supply as a primary <br /> factor in the planning of areas for new growth and development. (Ibid.) <br /> Further, to avoid significant impacts to District operations and irrigation service, the <br /> District requires access to maintain its canal, which is located along the entire north side of <br /> the Project site. If approved, the Project must be conditioned to require a setback of at least <br /> ten feet from the edge of the canal to allow for maintenance and the placement of spoils. <br /> IV. The County is Unable To Make the Findings Required by Section 9-821.6 <br /> of its Development Title <br /> Pursuant to Section 9-821.6 of the County Development Title, <br /> Prior to approving an application for a Use Permit, the Review Authority shall find <br /> that all of the following are true: <br /> (a) Consistency. The proposed use is consistent with the goals,policies, <br /> standards, and maps of the General Plan; any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan; and any other applicable plan adopted by the <br /> County; <br /> (b) Improvements. Adequate utilities, roadway improvements, sanitation, water <br /> supply, drainage, and other necessary facilities have been provided, and the <br /> proposed improvements are properly related to existing and proposed <br /> roadways; <br /> (c) Site Suitability. The site is physically suitable for the type of development and <br /> for the intensity of development. <br /> (d) Issuance Not Detrimental. Issuance of the permit will not be significantly <br /> detrimental to the public health, safety, or welfare or be injurious to the <br /> property or improvements of adjacent properties; and <br /> (e) Compatibility. The use is compatible with adjoining land use. <br /> For the reasons discussed in this letter, the County cannot make the required findings <br /> that the proposed use is consistent with the goals and policies of the General Plan, that <br /> adequate water supply, roadway improvements, sanitation and drainage facilities have been <br /> provided, that the site is suitable for the type and intensity of development, or that the use is <br /> compatible with adjoining agricultural land uses. <br />
