Conclusion <br /> The District and RD 1007 respectfully request that the County deny the proposed <br /> application and work with the applicant to identify an alternative site that does not require the <br /> conversion of farmland or otherwise present the significant impacts and land use <br /> incompatibility issues of the proposed Project. If the County and applicant determine to <br /> proceed with the Project at the proposed location, the County will need to prepare an EIR due <br /> to the Project's significant impact to agricultural land, and incompatibility with General Plan <br /> land use policies designed to protect agricultural lands. The County also will need to <br /> carefully consider whether and how it can make the required findings regarding General Plan <br /> consistency, and in support of a use permit. The District and RD 1007 believe such findings <br /> are not reasonable or possible. If after taking these steps the County proposes to approve a <br /> use permit for the Project, the District requests that any approval include conditions to protect <br /> District facilities and operations, as discussed herein. <br /> Please provide the District (nagleeburkid a,gmail.com), RD 1007 <br /> (reclamationl007(d),gmail.com), and me (astevens(d),somachlaw.com) with any revised CEQA <br /> documents or future notices related to this Project and the associated application, including <br /> any notice of determination. (Pub. Resources Code, §21092.2(a).) The District's Board of <br /> Directors and RD 1007's Board of Trustees are available to discuss their concerns.
