May 1 , 2023 <br /> Dear Mr . Guisepppe Sanfilippo , <br /> am opposing the development of a non - agricultural building at 12925 W . Bethany Road in Tracy , CA . <br /> Application # PA - 2100238 ( UP ) <br /> This land is zoned A & 40 and is in a floodplain . The property in question is surrounded by Agriculture and is not in the <br /> path of development . Even though the county allows Religious Assembly on Agriculturally zoned ground , this <br /> development has several obstacles to overcome . <br /> Bethany Road is a narrow two lane road with no shoulders to speak of . There needs to be mitigation for an ingress and <br /> egress to the property . A middle lane is needed so that traffic is not impacted . That would consist of widening Bethany <br /> Road to accommodate the middle turn lane which includes PGE poles and a drainage ditch . There should not be parking <br /> allowed on the shoulders of the road , as currently occurring at the Religious Assembly on Larch and Corral Hollow Roads . <br /> All members have to be able to park on the facilities premises . <br /> Instead of this facility paying mitigation for a traffic light on the corner of Tracy Auto Plaza and Tracy Volkswagen on <br /> Naglee Road ( 2 Miles from the proposed project ) , a traffic light on the corner of Lammers Road and Bethany Road makes <br /> more sense . This is where the developers should have to pay mitigation . There should be a traffic study of that corner <br /> which consists of 24 hours a day for a week . There is already a huge amount of traffic because of Waze sending <br /> commuters through country roads in the area ( Lammers , Bethany , Corral Hollow and Naglee ) , which is very detrimental <br /> to the normal movement of agriculture equipment and commodities . <br /> This part of Tracy is very windy and the development needs to be fenced or otherwise landscaped so that any trash is <br /> not being blown onto neighboring farms . On either sides of the corner of Naglee and Bethany Roads , Naglee Burk <br /> operates an Irrigation ditch . The road is very narrow and widening it will be needed . The costs of these improvements <br /> should be borne by the developers and not the Irrigation District or the farmers affected . <br /> Hours of operation and large events should be addressed . No more than two large events should be allowed per year <br /> and noise levels need to be contained . No music or noise past 9 pm . <br /> own property on Naglee and Bethany and in the last few years approximately every month someone speeding cannot <br /> negotiate the turns and manages to land in my alfalfa field . As farmers , we have to deal with traffic , water , weather and <br /> development . <br /> The County does not have enough Sheriff Officers and Code Enforcement Officers to be able to handle all the problems <br /> that will arise .
