SAN JOAQUIN FARM BUREAU FEDERATION
MEETING TODAY'S CHALLENGES/PLANNING FOR TOMORROW
2-4_40
May 2nd, 2023
San Joaquin County Community Development Department
Development Services Division
Attn: Giuseppe Sanfilippo
1810 E. Hazelton Avenue
Stockton, CA 95205
Re: PA- 2100238 (UP)
Dear Mr. Sanfilippo:
The San Joaquin Farm Bureau Federation is a private, not for profit organization dedicated to the
advancement of the agricultural industry within San Joaquin County. The protection of our
increasingly threatened agricultural land remains one of our highest priorities. Because of the
unique nature of this invaluable resource, we oppose the use of agricultural land for religious
assembly.
We respect the right of individuals to worship however they choose; the issue is the location of
where the worship occurs. This project is surrounded by production agricultural with only a few
narrows roads for access for the 250 attendees. Uses that will be open to the general public and
are not agricultural in nature are disruptive to adjacent agricultural operations because of traffic
and parking, and event concerns. Non-agricultural uses on agriculturally zoned property presents
many challenges and conflicts for existing, commercially productive agricultural operations that
neighbor these sites. Agricultural operations vary with different times of the year, which non-rural
visitors may not be used to and find inconvenient to themselves without regard to the necessity of
the timing and procedure for the grower to produce high quality safe food. Growers are under
tremendous pressure from various regulatory agencies because of the integration of public uses in
rural, agricultural areas. Furthermore, traffic in this small area will greatly impact and hinder the
agricultural operations and community residents. In addition, this project proposes a new well.
Our groundwater basins in our region are already strained and SGMA regulations require reduction
of water pulled from the basin.
Should this project move forward, the applicants must acknowledge the Right to Farm ordinance
and minimize disruption to commercial agricultural production in the vicinity of the project site.
We appreciate the opportunity to comment on this application, please keep us apprised of its status.
Sincerely,
9414"-
Andrew
Watkins
SJFB President
3290 NORTH AD ART ROAD•STOCKTON,CA•95215•(209)931-4931 •(209)931-1433 Fax
WWW.SJFB.ORG
