Page SO (Final Traffic Impact Study) <br /> The traffic study needs to be revised to include all affected intersections, use the correct sq footage and <br /> attendees.The traffic study uses incorrect Sq footage of only 17,400 and attendees of 490 which will <br /> understate impacts as well as cost share responsibility of related improvements.The intersection of <br /> Bethany Rd and Lammers was omitted from the traffic study. The intersection of Bethany Rd and Naglee <br /> Rd was not pictured in the report. The two closest intersections to the project had one omitted from the <br /> report and the other was not pictured in the report. To control traffic a slip line need to be added so <br /> the traffic can turn into the project's parking. The over passage road at corner of Bethany and Naglee <br /> Rd needs to be wider to control prevent vehicle collisions and also need traffic signals at the <br /> intersections of Bethany Rd, Lammers Rd and Naglee Rd. <br /> Page 61 (Level of Service) <br /> Why was the intersection of Bethany Rd and Lammers Rd not studied?The level of service (LOS) is poor <br /> already for this intersection at peak commute hours.This is the route most likely taken from Mountain <br /> House and usage will only increase with continued growth of Mountain House. <br /> Page 63 (Festivals/Events) <br /> Lists 12 special 1 day events and no multi day special events,the number of large special day long events <br /> should be no greater than 2 per year and these should also be limited in size to onsite parking only with <br /> no parking allowed on roadsides. Many farmers move large farm equipment on weekends due to traffic <br /> safety concerns. The road width of Bethany Rd does not allow for the safe moving of equipment and <br /> roadside parking. <br /> Page 82 (Proposed Site Plan) <br /> The mapping does not show the existing drainage ditch along Bethany Rd. which leads to the following <br /> questions and comments. Is the drain ditch to be closed and the shoulder of road to be improved to <br /> county standards?If so, has the Naglee Burk Irrigation District been consulted? Closing this ditch will <br /> require a substantial pipeline and the ability to clean and maintain it. If not, there are no provisions for <br /> where the drayage will be placed upon cleaning the ditch every few years. <br /> The mapping does not include perimeter fencing to contain trash from escaping to neighboring <br /> properties. Northern Tracy is a windy area and without a plan this will transfer large amounts of refuse <br /> to the neighboring fields including mine. This results in an increased expense to hand pick litter from the <br /> fields or degradation of the bales of hay from field. Because no consumer likes to buy bales with <br /> garbage sticking out of them. This project needs brick fencing around it to protect the garbage from <br /> flying into our farms. <br /> Current topography places items 31.01 and 31.02 at a higher elevation than the remaining project which <br /> will require significant grading changes for the retention ponds to be fully functional. <br />
