Dear Guiseppe,
I ask that application PA-2100238 (UP) be denied strongly because it will effect our farming land which
is right next to this property in so many different ways. our initial plan is to build a house on the
country side of Tracy because we want to live in peace and quiet environment. if this temple is build
right next to our farms it would be big disaster for us since it will cause so much noise and traffic in the
area. Also in future we might have to face a lot of restrictions to build a winery or house in our own
property. The property owner Datta Yoga Center will eventually turn the temple into paid yoga center
and will provide classes to children and older population which are vulnerable to getting exposed to all
the pesticides that we use in our farms, some pesticides has strong smell. We are not liable of any
health issues that can be caused to the participants at the temple.Mainly, having a temple right next to
our farms will cause various types of limitations to develop our property and it will drastically effect the
value of our property. Also, neighboring properties will suffer the impacts of this project in perpetuity
and these impacts will become worse as regulations regarding farming around schools and religious
centers inevitably become stricter. All other approved religious sites in this area have the potential to
eventually be part of a developed neighborhood. The initial study states that this will not be the case
with this site. This site was chosen because of lower land cost, it is not your responsibility to make it
affordable. Please do not intentionally create a situation that threatens the economic viability of the
neighboring farms, leaving us without any options to survive. Below you will find my comments to the
initial study document, the page numbers referenced come from the initial study pdf file.
Sincerely,
Parminder Singh Khakh
12853 W Bethany Rd.
Tracy, Ca 95304
Comments regarding the initial study document:
Page 6 (Agricultural Resources)
This will make aerial applications to the neighboring fields virtually impossible because the applicators
simply refuse due to liability concerns. Furthermore, the applicants should formally acknowledge the
county's right to farm ordinance.
Pages 11 and 28 (Geology and Soils)
The water table is high in this area and the soil percolation rates are marginal. I question the capability of
the soil's ability to sustain a full functioning septic system designed for 750 plus people at this location. If
the septic tank leaks it will contaminate the ground water in our Almond orchards. We strongly suggest
that the project property should be connected to city sewerage system rather than building a septic tank
or pond.Pond will have standing water which can cause more flying insects and those insects can cause
damage to our Almond orchard. If they want to build a pond it should be indoor.
Page 17 (Existing Drainage)
This property and the eastern adjacent property are served by the same subsurface drainage system.
Altering the drainage system may negatively impact our farms.Since our tile/drain systems overflow
water goes into the ditch thats along Bethany Road,we want to make sure that the ditch is not
damaged during the construction of this new project. Ditch should never be closed or covered at
anytime.
