Frewert Traffic Impact Study <br /> 1.0 INTRODUCTION <br /> This report summarizes the results of the Traffic Impact Study(TIS) conducted for the proposed truck <br /> parking facility located southwest of the intersection of Manthey Road and Frewert Road in an <br /> unincorporated area west of Lathrop. The proposed project consists of a 34 acre paved parking lot with <br /> the potential for 677 truck and trailer parking stalls, and three support buildings of about 9,000 square <br /> feet(s.Q. <br /> This chapter discusses the TIS purpose, project study area, and analysis scenarios. Figure 1 shows the <br /> study area and project site location. Figure 2 shows the site plan for the proposed project, dated <br /> September 15, 2021. <br /> 1.1 STUDY PURPOSE <br /> The purpose of this report is to evaluate traffic impacts on the surrounding transportation system with the <br /> proposed project. For CEQA purposes, a VMT screening analysis was conducted.To evaluate the effects <br /> on the transportation infrastructure due to the addition of traffic from the proposed project, an LOS <br /> analysis was conducted to determine consistency with San Joaquin County plans and standards. <br /> 1.2 STUDY LOCATIONS <br /> TJKM evaluated traffic conditions at seven study intersections during the a.m. and p.m. peak hours for a <br /> typical weekday.The study intersections were selected based on TJKM's working knowledge of the area <br /> with input and approval from San Joaquin County staff. <br /> The peak periods observed were between 7:00400 a.m. and 4:00-6:00 p.m.The study intersections and <br /> associated traffic controls are as follows: <br /> 1. Roth Road &S. Harlan Road (All-Way Stop) <br /> 2. Roth Road & 1-5 Northbound Ramps (One-Way Stop) <br /> 3. Roth Road & 1-5 Southbound Ramps (One-Way Stop) <br /> 4. Roth Road &Manthey Road (One-Way Stop) <br /> 5. Manthey Road & Frewert Road (One-Way Stop) <br /> 6. Frewert Road & Project Access#1 (One-Way Stop) <br /> 7. Frewert Road &Project Access#2(One-Way Stop) <br /> TJKM evaluated traffic conditions along one roadway segment for a typical weekday under all study <br /> scenarios.The roadway segment follows: <br /> 1. Manthey Road, between Frewert Road and Roth Road <br /> 1.3 STUDY SCENARIOS <br /> The roadway operations analysis addresses the following four traffic scenarios: <br /> • <br /> Existing Conditions—This scenario evaluates the study intersections based on existing traffic <br /> volumes, lane geometry and traffic controls. <br /> Page 14 <br /> TJKM <br />
