Frewert Traffic Impact Study <br /> 5.0 BACKGROUND PLUS PROJECT C• • <br /> 5.1 VEHICLE MILES TRAVELED (VMT) <br /> Compliance with Senate Bill (SB)743 will include replacement of LOS with Vehicle Miles Traveled (VMT)for <br /> purposes of assessing traffic impacts under the California Environmental Quality Act (CEQA) described in <br /> new Section 15064.3 of the CEQA Guidelines that will be applied statewide that began on July 1,2020. Lead <br /> agencies will have discretion to choose the most appropriate methodology to evaluate a project's vehicles <br /> miles traveled,including whether to express the change in absolute terms, per capita, per household or any <br /> other measure. VMT refers to the amount and distance of automobile travel "attributable to a project". San <br /> Joaquin County formally adopted CEQA Transportation Analysis Guidelines in September 2020. The <br /> guidelines provide a general guide in assessing the potential transportation impacts of proposed projects <br /> under CEQA. <br /> 1.Screening Criteria <br /> The County guidelines provide standards for identifying which types of projects should be expected to not <br /> result in a significant VMT impact, and a detailed CEQA analysis would not be required to evaluate the <br /> project VMT.The following are project types that maybe screened out for further VMT analysis: <br /> • Projects that generate fewer than 110 daily trips. <br /> • Map based screening for Residential and Office Projects. The project falls outside of the screening <br /> maps provided by San Joaquin County. <br /> • Less than significant impact near transit stations. The project is not located within a half mile of an <br /> existing major transit stop. <br /> • Less than significant impact near affordable residential development.The project is not a housing <br /> project and thus does not contain any affordable residential housing units. <br /> Since the screening criteria mentioned above do not apply to this project, a qualitative VMT analysis was <br /> prepared. <br /> 2.VMT Forecasting <br /> TJKM has prepared this VMT analysis for the Lathrop Area Truck Parking Facility project, which consist of a <br /> 34 acre parcel which will be converted to a truck parking terminal for 677 trucks. In addition,there will be a <br /> 1,000 square foot guardhouse, a 2,800 square foot truck fueling facility canopy, an 80 square foot truck <br /> scale building, and an existing 4,900 truck maintenance shop for the facility. The facilities for this project <br /> total 8,780 square feet. For VMT forecasting, the San Joaquin County Transportation Analysis Guidelines <br /> (September 2020, page 5) states that VMT is only relevant for daily automobile travel. As this project is a <br /> truck terminal parking facility, only the site buildings will be analyzed for the VMT significance criteria. <br /> Under CEQA, small office projects that are consistent with the San Joaquin County General Plan and are <br /> smaller than 11,300 square feet in size are exempt from VMT analysis and thus do not have a significant <br /> VMT impact. Since the total build out component for this project totals only 8,780 square feet, it is found <br /> to have an insignificant impact on VMT. <br /> The truck parking terminal project is also strategically located near other trucking hubs, and also is located <br /> near two major freeway ramps (Roth Road to the north and Lathrop Road to the south) for Interstate 5. <br /> Most importantly,this project is located right next to the Union Pacific Lathrop Intermodal Terminal,which <br /> Page 120 <br /> TJKM <br />
