Frewert Traffic Impact Study
handles large amounts of freight and container transfers between rail and trucks. This project synergizes
well with other truck facilities in the area and provides direct access to Interstate 5 and other major
distribution centers in the area, decreasing the need for trucks to travel further to find adequate parking
and resting facilities. Thus, the proposed truck parking terminal project would have a less than significant
impact on VMT.
5.2 PROJECT TRIP GENERATION
TJKM would normally develop estimated project trip generation for the proposed project by utilizing
published trip generation rates from the ITE publication Trip Generation (111 Edition). In this case, the
appropriate land use category is Intermodal Truck Terminal (ITE Code 030). For this land use,the two land
use variables available are Trips/Employee and Trips/Building Area. In this case, neither of these categories
seem relevant. The desired variable is Trips/Acre. Previous editions of Trip Generation did include this
variable but not the 1111 edition. Presumably, the omission was because the information was out of date
or unreliable. Accordingly,TJKM conducted a detailed evaluation of Sunrise Trucking, a Lathrop truck
terminal located at 865 E. Roth Road. To conduct the study, TJKM filmed the entrance and exit of the
facility for 48 hours, making note of the type of vehicle (auto, single unit truck, or tractor trailer) and
recorded the information in 15 minute intervals. With this information, reliable trip generation information
for daily, a.m. peak hour, and p.m. peak hour rates per acre were obtained. The results were approved by
San Joaquin County and are shown in Table 6. Given the newly measured rates, the proposed Frewert Road
project is expected to generate 2,395 total daily trips, including 124 a.m. peak hour trips(60 in,64 out)and 170
p.m. peak hour trips(77 in,93 out).
Table 6 shows the trips expected to be generated by the proposed project.
Table 6: Project Trip Generation
Land Use Size
Daily AM Peak PM Peak
(ITECode)7 Rate Trips Rate In:Out In Out Total Rate In:Out In Out Total
Intermodal Truck 34.21 Acre 70.00 2,395 3.63 48:52 60 64 124 4.96 45:55 77 93 170
Terminal (LU 030)
Total 2,395 60 64 124 77 93 170
Notes:
1.Trip Generotion, I 71 Edition,Institute of Transportation Engineers(ITE),2021.
5.3 PROJECT TRIP DISTRIBUTION AND ASSIGNMENT
Trip distribution is a process that determines in what proportion vehicles would be expected to travel
between the project site and various destinations outside the project study area.Assignment determines
the various routes that vehicles would take from the project site to each destination using the calculated
trip distribution. Trip distribution assumptions for the proposed development project were developed
based on the existing travel patterns,TJKM's knowledge of the study area, and input by County staff. The
distribution assumptions for the proposed project are as follows:
The trip distribution assumptions for the proposed project are as follows:
• 35 percent tolfrom Roth Road to the east
• 30 percent to/from 1-5 to the north
Page 121
TJKM
