Frewert Traffic Impact Study
7.0 CUMULATIVE PLUS PROJECT CONDITIONS
This scenario is identical to Cumulative No-Project Conditions, but with the addition of projected traffic
from the proposed project.Trip generation, distribution, and assignment for the proposed project are
identical to that assumed under Existing plus Project Conditions. Figure 9 shows projected turning
movement volumes at the study intersections under Cumulative plus Project Conditions.
7.1 INTERSECTION LEVEL OF SERVICE ANALYSIS-CUMULATIVE PLUS PROJECT CONDITIONS
Table 11 summarizes the intersection LOS analysis results for Cumulative plus Project Conditions. Results
of the LOS analysis for Cumulative (No-Project) Conditions are included for comparison purposes. Under
Cumulative plus Project Conditions, all study intersections would continue to operate within applicable
jurisdictional standards of LOS during both peak hours, except the intersections at Roth Road/S Harlan
Road (Intersection#1) and Roth Road/1-5 Southbound Ramps(Intersection #3),which continue to operate
at unacceptable LOS during both peak hours. Under Cumulative plus Project Conditions, both
intersections of Roth Road/S Harlan Road (intersection#1) and Roth Road/1-5 Southbound Ramps
(Intersection#3) experience increases in delay of more than five seconds from Cumulative (No-Project)
Conditions, and thus, significant impacts are observed.Appendix G contains the detailed LOS analysis
worksheets for Cumulative plus Project Conditions.
Table 11: Intersection Level of Service Analysis-Cumulative plus Project Conditions
Cumulative Cumulative plus
ID Intersection Intersection Peak Conditions Project Conditions
Control Hour' Averages Average 3 Change Significant
Delay2 LOS Delay2 LOS in Delay° Impact?
Roth Road&S Harlan AM 41.8 E 49.4 E 7.6 Y
1 Road AWSC PM 161.0 F 180.2 F 19.2 Y
Mitigation:signalize Signal AM - 24.6 C -17.2
PM - 56.7 E -104.3
* Roth Road&1-5 AM 11.7 B 13.1 C 1 A N
2 Northbound Ramps One-Way Stop PM 15.7 C 22.0 C 6.3 N
* Roth Road&1-5 AM 25.2 D 32.7 D 7.5 N
3 Southbound Ramps One-WayStap PM 38.0 E 64.6 F 26.6 Y
Mitigation: AM - 12,9 8 -72,3 AWSC All-Way Stop PM - - 14.8 B -23.2
Roth Road&Manthey AM 10.4 B 11.5 B 1.1 N
4 Road One Way Stop PM 11.3 B 13.2 B 1.9 N
Manthey Road& AM 9.3 A 10.2 B 0.9 N
5 Frewert Road One Way Stop PM 10.0 B 12.8 B 2.8 N
6 Frewert Road&Project One-Way Stop AM - 8.8 A - N
Access#1 PM - 8.9 A N
Frewert Road&Project AM _ 8.6 A N
Access#2 One-Way Stop PM 8.7 A N
Notes:
1.AM-morning peak hour,PM-evening peak hour
2.Whole intersection weighted average control delay expressed in seconds per vehicle for signalized and all-way stop controlled
intersections.Total control delay for the worst movement is presented for side-street stop-controBed intersections.
3.LOS= Level of Service
Bold indicates unacceptable operational conditions based on applicable jurisdictional standards.
Page 131
TIKM
