Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> addressed. Doing so would ensure Project consistency with the SJMSCP and related potential impacts are <br /> considered less than significant. <br /> Mitigation Measures <br /> The Proposed Project is required to comply with SJMSCP fee program, survey requirements, and <br /> Incidental Take Minimization Measures. No additional mitigation is required. <br /> 4.6.4 Cumulative Impacts <br /> The geographic area considered for analysis of biological resource cumulative impacts is San Joaquin <br /> County. Cumulative impacts to biological resources including special-status species, sensitive habitats, <br /> wetlands and other waters of the U.S.would occur primarily within the spheres of influence of existing <br /> cities as a result of cumulative development allowed by the incorporated cities. However as discussed in <br /> the San Joaquin County 2035 General Plan EIR, cities have General Plan policies that would reduce impacts <br /> on biological resources. Furthermore, cumulative development is required to comply with the SJMSCP, <br /> which would minimize impacts to special status species.As such, city general plan policies, the SJMSCP, <br /> and the regulatory mechanisms described in the regulatory setting of this Draft EIR would ensure San <br /> Joaquin County cumulative biological impacts are minimized and mitigated to a less-than-significant level. <br /> As discussed above, because they do not occur onsite, the Proposed Project is found to have less than <br /> significant or no impact on sensitive natural communities, waters of the U.S. and State, and fish and <br /> wildlife movement/migration corridors. With proposed mitigation, the project would have less-than- <br /> significant impacts on sensitive species and would also be consistent with local policies and ordinances <br /> associated with protection of biological resources. As such the project would result in a less-than- <br /> cumulatively-considerable impact on biological resources. No additional mitigation is required. <br /> Mitigation Measures <br /> None required. <br /> Biological Resources 4.6-41 October 2021 <br />
